Agriculture has traditionally benefited from special arrangements which sheltered it from the full impact of GATT disciplines. Even today, in the WTO agricultural policies are covered by a separate agreement that, to a degree, still shelters it from generally applicable rules. A variety of political, social, economic and cultural arguments are used to justify this special treatment. The main justification is the need to guarantee, over time, stable food supplies in a world of fluctuating harvests and potential scarcity. The Uruguay Round achieved two things in relation to agriculture. It introduced specific disciplines on market access, domestic support and export subsidies. The Agreement on Agriculture seeks to reduce restrictions on trade in agricultural products by introducing disciplines to increase market access, reduce domestic support measures and reduce subsidized exports. The Agreement on Agriculture is one of the key agreements within the WTO system. The Agreement on Agriculture is also to discipline and reduce all subsidies, while at the same time leaving scope for governments to design effective agricultural policies. The WTO agreements allow WTO members to protect their markets. The Agreement on Agriculture sets out general criteria and conditions for exemption to the commitment to reduce domestic subsidies. Measures are known as the Green Box. Green Box support measures are considered economically neutral. Therefore, the WTO does not impose any financial limitation to this type of domestic support. The fundamental requirement to qualify for a Green Box exemption is that support measures should have no, or at most minimal, distorting effects on trade or production. After three years of debate NAFTA was established in 1994. Fears concerning NAFTA included job creation, loss and transfer, wages and infrastructure. (Ganster/Lorey 188-189) However, with the implementation of NAFTA the economy grew. Ganster and Lorey reveal that bilateral trade increased by $211.4 per year from 1989 to 2004. Commerce grew by 20 percent in the first six months of 1994. During World War I, England’s agricultural economy was badly damaged. This inconvenience for the English was a blessing to American farmers. Since the invention of the combine, and various other mechanical harvesting machines, American farmers could increase their crop yield. In turn they could export the extra crops to England for more money. Once England got back on it’s feet, American farmers could not find any exports for their crops. As they continued to produce more than the American people could consume, the prices of agricultural goods dramatically dropped. By the 1930’s many farmers were in serious need of help, with heavy farm loans and mortgages hanging over their head’s. Nothing had been done to help the farmer’s during The Hoover Administration. So in 1933 as part of Roosevelt’s New Deal, the Secretary of Agriculture, Henry Wallace devised a plan to limit production and increase prices. Which came to be known as the Agricultural Adjustment Act of 1933, also known as the AAA. The AAA was established on May 12, 1933 it was the New Deal idea to assist farmers during the Great Depression. It was the first widespread effort to raise and stabilize farm prices and income. The law created and authorized the Agricultural Adjustment Administration to: Enter into voluntary agreements to pay farmers to reduce production of basic commodities ( cotton, wheat, corn, rice, tobacco, hogs, milk, etc..), to make advanced payments to farmers who stored crops on the farm, create marketing agreements between farmers and middlemen, and to levy processing taxes to pay for production adjustments and market development. Basically the AAA paid farmers to destroy their crops and livestock in return for cash. In 1933 alone cotton farmers were paid $100 million to plow over their cotton crop. Six million piglets were slaughtered by the government after they bought them from farmers. The meat was canned and given to people without jobs. In order for this new bill to work there needed to be money to pay the farmers, this money came from the companies that bought farm products in the form of taxes. While it seemed like a good idea to pay farmers to cut back on crops to lowering the surplus and boost the economy, The Supreme Court found the Act unconstitutional in 1936.

Given the sizes of the European and American economies and the amount of trade between them, it is inevitable that disputes will arise. I will focus on the continuing clash over the European ban on hormone-treated beef and the recent dispute over American steel safeguard measures. These two trade disputes represent different types and different issues within the trade relationship, although both expose weaknesses in the WTO system.

To really begin to understand this complex topic a person really needs to understand the basics of agricultural subsidizing. A subsidy is defined as a grant by a government to a private person or company to assist an enterprise deemed advantageous to the public (Mish, 2003). More specifically, in the agricultural industry the government provides financial assistance to producers in the farm industry in order to prevent decline in production. The government does this by providing financial assistance to farmers and by managing the cost and supply of certain commodities. There a few reasons for this. One reason is to provide assistance to family sized farm owners who have trouble competing with commercial farms. This is supposed to maintain an efficient market balance. Another reason is to control the prices of commodities and keep the global food prices low. There are two main ways that payments are made. Many advances can be made in the understanding of agriculture by making available a variety of methods to provide children with a hands-on experience and also educating all individuals about the importance of the practice. The ignorance of urban communities can be overcome with the help of organizations and people within the community. School visits, hands-on experiences, volunteers and organizations are just a few examples of the steps that can be taken to educate Americans about agriculture and close the gap between rural and urban populations.
The political force moved away from the painstakingly and time-consuming technique of multilateral tariff negotiations to smaller regional and bilateral provisions - the Regional Trade Agreement.
