This paper will view two theories as it pertains to human behavior and the development of adolescent youth who are in the foster care system. The two human behavior theories, which will be discussed, are the psychosocial theory and the labeling theory. The key concepts of each human behavior theory will be compared and contrasted, as it relates to the marginalized population, adolescent youth in foster care. The purpose of this paper is to view how youth in foster care interact in their social environment, at the adolescent stage of development where forming their identity is pertinent to completing that stage. This paper will contain research done about foster care, including a brief history and progressing along to the system today. This research interested me because it is a professional career option after graduation. I found both positives and negatives about the foster care system that children and foster parents go through on a daily basis. As the paper progresses I will be explaining these positives and negatives in more detail. Throughout the paper I will be referencing different scholarly sources that explain foster care in different ways. Overall, this paper will show different aspects that the general public may never know about foster care.
There is nearly 400,000 children in out-of-home care in the United States right now (Children’s Right). Just about every day children are being shipped in and out of foster homes and group homes. Most people want the best for children in foster care and decide to take care of them until their parents can possibly recover. The foster care system can have both a negative or positive effect on children, foster parents, and biological parents because of the gaps in the system. Foster cannot not be avoided but the some aspects of the foster care system can be avoided if the missing gaps were filled.

To many outsiders, the foster care system may appear to be a safe haven for those children that are abused or abandoned by their birth family. This is correct, but the system with which it is based, has many flaws. A background check is mandatory for all foster parents, but a test to see if a child 's temperament matches that caregiver 's parenting style, is not. Now, this is seen as a minor issue, but there is not enough evidence to support this. Plus, there are many other, much worse reasons, why the system is not perfect. Altogether, the foster care system and a multitude of its rules are flawed and may actually be negatively affecting foster children.
There is a high percentage of foster care youth that have been in contact with the law after they turned 18. A study shows that “one-third of the former foster care children who were tracked in three Midwest states suffered a “high level” of involvement with the criminal justice system” (What Percentage). California carried out a state survey with the help of California Department of Corrections and Rehabilitation (CDCR) and the California Senate Office of Research (SOR); they surveyed 2,564 inmates. Fourteen percent of the inmates said that they have been in foster care at some point in their life. There are many options for foster children to live; they can live with a relative, family friend, foster family, or in a group home. From the inmates surveyed, fifty-one percent of them lived in a group home and two percent lives with his/her family friend. Forty percent of them were in foster care for one to five years while twenty-five percent of the surveyed inmates were in foster care less than a year. When the prisoners left foster care most left when they were prreteens or teenagers. Fifty percent were between the age of thirteen and seventeen years old while eight percent was released when they were under the age of six. But there are many reasons why they left foster care. Foster homes are a type of non-secure confinement that may or may not be associated with an offense. If a court finds that a youth's parent or guardian is unfit that youth may be placed into a temporary household. Not all youths placed in foster care are criminals, some are orphaned or in need of supervision. Foster homes do prove useful in helping children that have mental, developmental, and emotional disabilities. The foster parents before placement have already been carefully screened. The goal of foster care is not to create a permanent home for these youths, but rather a nourishing temporary setting focused on rehabilitation. The main difference between group homes and foster homes it the level of supervision. “About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. Although, the foster care system has most definitely allowed children to experience the positive home atmosphere that they need there is still an existed kind of abusive system in the foster care program that is unofficial but seems to be very popular. Foster care focuses on helping children in need of a temporary stable environment; however, foster care can have negative impacts to the children and the people around them concerning the foster child going through the transition, the parents of the foster child, a new sibling relationship, and problems that arrive later influencing the foster child long-term.

An ideal environment for the social, emotional, and developmental growth of children does not always exist in today’s society. Family units that have become separated due to family or behavior problems often contribute to delays in these areas. In order to promote continuity in the social, emotional, and developmental growth of children who have been victims of family disruption, children are often removed from the home and placed in foster care. Placement in the foster care system affects children in a unique, individual fashion. The affects of child-care by non-parental custodians, though subjective in nature, have common parameters that must be addressed and examined.
Children are placed in foster care when child services and the courts rule that a child’s current living situation is inappropriate and not safe for the child to remain in those conditions. Having to grow up in the foster care system can be difficult moving to new foster parents, houses, schools and constantly meeting new people. It can tear a child’s self-esteem a part, cause one to act out, develop a mental disorder or decided to get emancipated as soon as possible. Finally being able to get out of foster care may seem like a ultimate solution, however, transitioning out of foster care into adulthood can be just as challenging if not more. By not being equipped before getting released with acquired job training, further education counseling, housing, continuing medical coverage and financial budgeting the risk of being homelessness, unemployed and doing crime is higher than those in the general population who did not grow up in foster care environments.

Agencies often have difficulty providing adequate, accessible, and appropriate services for the families in their care. Also this paper would point out the key figures and groups that are affected by problem. This paper would analyze past attempts to better the foster care system and current policies that exist to face this problem.
