Kailani, I appreciate the way you explained how each state has the right to exercise their freedom in defining Medicaid eligibility. You were right to reason that each state, rather than the federal, should determine their allocation of resources based on their perception of the public health needs. Often times, it is easy to forget that Medicaid does not cover the entire poor population. Hence, people can perceive the Medicaid benefits as a guaranteed entitlement without understanding how it gets financed. While its expansion benefits the qualified individuals, I believe each state would wish for healthier and productive lives for its residents. On October 13th I was fortunate enough to be able to interview Sandi Lopez. Lopez is from Grand Island, Nebraska and has also lived in Kansas for a few years. At first she was not quite sure on what to do with her career pathway. She wanted a job where she could be able to help others and her community. Lopez says that having many of her friends being police officers is what got her more into law enforcement. She says hanging out around her friends telling her stories about being officers made her really want to be a part of the law enforcement department. When it validated the constitutionality of The Patient Protection and Affordable Care Act in 2012, the United States Supreme Court also ruled that states could decide for themselves whether or not to expand their Medicaid programs (Sonfield, 2012). Predictably, South Carolina said no. The Palmetto State’s decision not to expand Medicaid in concert with the Affordable Care Act was wrong, and it is time to correct that mistake.
I am terribly ashamed to admit that prior to this class I really did not have a position on the Affordable Care Act (ACA). I simply ignored what was going on because I had insurance through my employer and I didn’t feel like the ACA would have that much bearing on my life. While there are some valid concerns with expanding Medicaid coverage, I think the benefits far out way the risks. Pregnant women will be able to receive the prenatal they need to deliver a healthy baby, reducing infant mortality rates. Millions of Americans can receive preventative care that can catch things like cancer in early stages. High blood pressure and diabetes can be better regulated in low-income individuals leading to fewer deaths caused by these diseases. Furthermore, millions of Americans will be able to afford the prescription medications they need. Every state that is opting out of the Medicaid expansion has a republican governor that is against the program. Maybe these states should care more about their residents than politics.
Summary: Medicaid for Millionaires briefly touches on one of the many problems facing the U.S. and its current Medicaid policy. The articles begins by acknowledging the fact that Medicaid was originally formed in 1965 with the intent of providing medical care just for the poor, and how lately this hasn’t been the case. Today were finding out how more of societies upper-class are discovering ways to receive Medicaid benefits as well. The system is being called “Asset-Shifting”, were anyone is allowed to give away most of their assets (no matter the cost) to someone else and three years later claim the same medical benefits being set aside for the poor. As quoted in the article “there’s an entire industry being dedicated to making sure that other taxpayers, not they, be responsible for paying the nursing-home needs of the rich“. Though morally questionable, more and more Medical Planners today directly counsel their well-off clients on how to take advantage of this loop-hole in our system. A more troubling fact is that of the 100% of the less fortunate that occupy the scarcer Medicaid beds being provided by the government, 70% of those in well kept nursing homes receive the same exact Medicaid benefits. Many government officials have tried to stop this on going trend by passing laws during the 90’s that required states to recover the cost of benefits from the estates of those who attempt asset shifting, however failing miserably due to half-hearted efforts.
America is known for democracy, freedom, and the American Dream. American citizens have the right to free speech, free press, the right to bear arms, and the right to religious freedom to name a few. The Declaration of Independence states that American citizens have the rights including “life, liberty, and the pursuit of happiness.” America promises equality and freedom and the protection of their rights as outlined in the Declaration of Independence and the Bill of Rights. But with all the rights and freedoms that American citizens enjoy, there is one particular area where the United States seems to be lacking. That area is health care. The United States is the only industrialized nation that doesn’t have some form of legal recognition of a right to health care (Yamin 1157). Health care reform in the United States has become a major controversy for politicians, health care professionals, businesses, and citizens. Those in opposition to reform claim that health care is not a human right, therefore the government should not be involved. Supporters of reform believe that health care is most definitely a human right and should be available to everyone in the United States instead of only those who can afford it, and that it is the government’s responsibility to uphold that right.

US Senator John Cornyn says that the Obamacare Medicaid expansion program is formed to be wasteful, fraudulent, and abusive to the nation (Cornyn, 2010). No two welfare states, or welfare systems are the same, all of them are unique. They are all run differently, and offer different benefits for different costs to their citizens. All welfare systems in a way create a class system based on who uses the welfare provided and who does, who has access to the social programs in place and who has no access. When one doctor and one patient, in 2005, challenged the Québec Health Insurance Act and the Hospital Insurance Act to allow private health care in Québec they changed the potential of the Canadian universal health care system. President Barack Obama is currently making a very serious attempt to bring a successful universal health care to the United States of America, which will drastically change the lives of Americans, as well as the American welfare system entirely. Interestingly the changes that were fought for in 2005 in Canada would result in creating a gap between people who could afford better health care and the others who could not, yet the changes that President Obama is fighting tooth and nail to create will, if effective narrow the gap between those who have access to health care and those who do not. It seems that some middle ground is trying to be found between the two countries.
Medicare and Medicaid are two of the United States largest broken systems, which must sustain themselves in order to provide care to their beneficiaries. Both Medicare and Medicaid are funding by a joint effort between the federal government and the local state government. If and when these governments choose to cut funding or reduce spending, Medicare and Medicaid take the biggest hit. Most people see these two benefits as one in the same, two benefits the government takes out of their pay check to help fund health care.
