Accountability is the power that goes through every section of an organization and every functioning relationship of each colleague of the company. If accountability is not working within your organization then every effort toward performance improvement will be nearly impossible. Depending on the scenario accountability can also be defined as helping others achieve their goals through meaningful and maintainable actions; it can also be defined as responding to or accepting responsibility for your actions and consequences, or allowing your actions to rise above your excuses. The ability to implement and provide results is tied straight to the accountability of attitudes, practices and systems that are in place in an organization. Discouraging letdowns in the quality of public service delivery is the motivating plan for better control and liability. One idea that’s gaining ground is that citizens can hold policy-makers and providers accountable for their actions (www.odi.org). According to the Human Services Quality, the Framework standards are the main elements of delivering services. These standards include governance and management, services access, responding to the needs of individuals, safety well-being and rights, feedback, complaints and appeals and finally human services (www.gld.gov.au). The goal of Framework is to allow uninterrupted progress of human services through a reorganized client-focused approach alternating from self-assessment to independent review against the standards. Performance accountability and performance measurement are important components of how human service organizations manage, fund, flourish and evaluate their programs. Each component has its own responsibility, the performance accountability component is responsible for the theoretical structure and the performance measurement provides the detail portion. Agencies that are funded through the government and operated by nonprofit agencies, united way and other foundations are influenced by performance accountability and measurement. According to The Department of Community Child Safety and Disability Services, Quality Assessments helps to ensure that organizations comply with standards and guide them to their service improvement (www.communities.gld.gov.au). The department also indicates that building blocks help to improve services for customers, find ways to do things better, offers transparency, sustainability and administrative efficiency and defines the roles of service providers and government (www.acquisition.gov).
