The policy should ensure efficient allocation and management of assets the government has control to, like spectrum, access to poles etc. It is also necessary to reform the current universal service mechanisms so that it is possible to support deployment of high speed broadband in high cost area and ensure that low income Americans have equal access to them. He adopts an aggressive tone in order to convey his audience which is the people of Ireland.

People have been trying to come up with solutions to threatening epidemics from many years. There was a famine in Ireland that killed many people. The poor people of Ireland could not support their families, which made them go to extreme measures. In order to survive, women and children were forced to beg for food to prevent them from starving to death. Jonathan Swift proposes a solution to this epidemic in A Modest Proposal. Swift states that the poor Irish should sell their children as if they were cattle, or better yet, eat the children themselves. Swift uses a mocking tone in order to effectively convey that he does not actually support cannibalism, but rather uses it as metaphor to describe the harsh times of Ireland.

The FCC (Federal Communication Commission) defines open internet as “… the internet as we know it. It's open because it uses free, publicly available standards that anyone can access and build to, and it treats all traffic that flows across the network in roughly the same way. The principle of the Open Internet is sometimes referred to as ‘net neutrality’.” In this sense, the FCC acknowledges that the internet is supposed to be free and public, and no private company has the power to monopolize it. However, in the past months the FCC also was trying to pass a proposal that would end net neutrality and allow internet providers to control the internet data flow and divide it into slower and faster lanes.
