This memo is in reference to the recent data received from the 3rd District Police Department in Grand Crossing which is a part of the Chicago Police Department located on the city’s South Side. It is also considered to be one of the city’s most violent neighborhoods. Therefore, I will be reporting on the dates between August 30, 2016 to September 12, 2016 for the police beat of 1533 and ward 28 and 29. Furthermore, I will give details on the administrative, tactical and strategic analysis for this area and how they can better help the department fight the high rate of crime for this small area that is made up of four main streets West Roosevelt Rd., South Laramie Ave, 5000 West Madison St. and South Cicero Ave. Although, this is a small area and the data that has been received is data for a two-week time frame there has been 24 incidents during this time. Now the incidents that have been mainly reported for this area has been six motor vehicle theft, eight larcenies, two aggravated assault, one burglary, six robberies and one criminal sexual assault. Unfortunately, for this small area this is a large amount of crime for only two weeks and the majority of it has been happening on the streets between the hours of 18:00 or 6 pm and 23:30 or 11:30 pm. Although, there are some reports of crime happening over in the morning or midday, the majority of it happens when people are either getting off of work or going out to dinner as well as happens on the streets, sidewalks or in an alley for a quick getaway. Now the reason it is happening is because the unemployment rate for this area is 18.8%, 17.9% in the area does not have a high school diploma and the average income per-capita is $17,213. ...a high rate of crime, unemployment and high school dropouts the police still have a job to do which means they need to show a stronger presence by getting out of their cars and on the streets. Furthermore, this will help stop the largest amount of crime happening in the area which is larceny because they will be out walking and could catch a lot of these crimes as they are happening. Unfortunately, in order to do this there need to be more officers on either bikes or walking because just riding around in a car is not helping to solve or stop the crimes from happening. However, in order to do this there need to be more bikes order for the summer and spring time as well as some heavier clothing for the winter time because Chicago is very cold during the winter but this needs to be done in order for them to do their job effectively as well as fix the crime problem.
There has been several indicents that have taken place in Baltimore, Maryland that required major attention by the police, but one main event that drew the attention of the Baltimore Police Department was dealing with Sam and Earl Veney. Sam and Earl Veney robbed a liquor store in December 1964. The two black men also shot two police officers, killing one. They were caught and convicted. But the police manhunt in Baltimore for the Veney brothers became almost as infamous as their crimes. Without warrants, police broke into scores of homes in black neighborhoods. Some critics protested that the raids were a widespread violation of civil liberties. Federal courts and the National Association for the Advancement of Colored People had to get involved.
In the neighborhood I live is in the Koreatown / Wilshire Center and haven’t experience a lot of crime which is also part of the low crime rate in the neighborhood. Also the police presence here in my neighborhood is very light and the relations with the police is normal. The only time the police will be serious if the crime is too dangerous and concern for the neighborhood is first. It is also different from his description from the gang violence and presence in the area I live in is very light not like other neighborhoods in Los Angeles. The difference is also the race in the area is different and comprised of mostly Asian and White which we are at a friendly relation with little to no disturbance of crime and gang violence. This also included poverty in the neighborhood I live in is very light and there is not a lot of poor people in the area. It also different the community which is very friendly and everyone is not that all cautious or worry. If there were a crime we will be notified ahead to be prepared of the concern of safety. According to Kelling, Pate, Dieckman, & Brown (1974), patrol is the “backbone” of police work. This belief is based around the premise that the mere presence of police officers on patrol prohibits criminal activity. Despite increasing budgets and the availability of more officers on the streets, crime rates still rose with the expanding metropolitan populations (Kelling et al., 1974). A one year experiment to determine the effectiveness of routine preventive patrol would be conducted, beginning on the first day of October 1972, and ending on the last day of September 1973.
In the interviews Wood (2015) and Balko (2015), medically retired Police Officer and former Marine, Sargent Michael Wood discusses his time on the Baltimore Police Department and the driving factors to police corruption that is drawn from his experience. Sgt. Wood was a police officer for 11 years and for the first four years he was assigned to a majority black neighborhood. The streets of Philadelphia are rapidly becoming a home to violent acts and random homicides. Innocent lives are taken every day due to the strong presence of gangs, and the streets are run by unruly groups of fearless young adults. Gang violence in Philadelphia is a major issue, and the citizens will never be safe until gang prevention occurs. Gang prevention is not a simple task, but with the right resources available, it is possible. Gang violence is a problem that will contribute to the collapse of Philadelphia, and it has yet to be solved throughout many generations. With gang violence on the rise, the best solution to gang violence is to educate the youth and parents about gangs and use family support to prevent the creation of gang members from the problem’s core.
Many communities have been the victim of many gangs moving into their once safe neighborhood, causing major downfalls and preventing the citizens from living their daily lives in peace. Guarino elaborates how Chicago still outpaces other big American cities in crime rates due to gang violence (Guarino1). There’s a lot of given reasons to why there is much gang violence in the city but the solutions are not as prominent. In the article, “Chicago Tactics Put Major Dent in Killing Trend” written by Monica Davey, she goes on to explain, “that more than 500 people were killed in Chicago in one year, many of them young men shot to death amid the hundreds of gangs that flourish in Chicago neighborhoods” (Davey). Davey continues on to say that in recent months, police officers have been working overtime and dispatched to 20 small zones that are considered the most dangerous in Chicago (Davey). Due to the high activity of police activity, Chicago homicides and gang violence have declined.
A critical examination of police departments across the United States would show that while law enforcement agencies do common work, few agencies utilize the identical same strategy to tackle crime and disorder problems within their communities. Many agencies still deploy a traditional response model to address routine and emergency calls for service. The response model places a high emphasis on fast response times to calls for service and effective investigations which result in arrest and prosecution. However, more and more agencies are implementing variations of new strategies to deal with crime and disorder issues within their jurisdictions. Crime Analysis has many benefits to the community. Community engagement, targeted initiatives, strategic use of resources, and data-driven decision-making contribute to decreasing crime. Crime prevention and community satisfaction with police services, while linked to the number of officers on the streets, does not depend entirely on the visibility of patrol officers. Community engagement, targeted initiatives, strategic use of resources, and data-driven decision-making contribute to decreasing crime. So in closing I believe that departments that take the positive elements of foot patrols and combine their efforts with crime analysis that focuses on the time, location, and type of crime, may use the findings to develop strategies to decrease crime and enhance the quality of life in their communities.

You can’t turn on the television, or read the paper without hearing about violence in our cities and world. In a report from “Stand Up for Kids” in Chicago, they analyze the relationship between low wages, income inequality, and the epidemic of violence in Chicago’s low income neighborhoods. This report found that in 2012 there were nearly 7,700 gun-related crimes reported in the city. The city of Chicago has the third highest overall metropolitan poverty rate in the nation. Nearly one quarter of all Chicago residents live below the federal poverty threshold according to this report.
