The increasingly pervasive presence of surveillance seems a peculiar and increasingly urgent feature of twenty-first century culture. Discussions about the need for national ID’s, the presence of surveillance cameras on street corners, recent concerns about phone tapping and listening into people’s conversations had been reflected in the popular media in movies such as “V for Vendetta”. However, using Foucault’s work on Panopticism, surveillance has always been a feature of early and late modern culture. It is imposed on both individuals and societies in general and focuses on the surveillor, either through the single authority figure or via the larger infrastructure of government interventions. The movie and the Panoptic model questions the degree to which such surveillance is a welcome necessity or a frightening imposition on liberties.
The citizens in London in this story have allowed their government too much control and power, because they were afraid of war, terrorism, and disease. The government is able to keep control through constant surveillance, or what Foucault would call, the Panopticon. The finger man idea, which is citizens policing citizens is a direct idea from Foucault’s Panopticism. The major effect of the Panopticon is to “induce in the inmate a state of conscious and permanent visibility that assures the automatic function of power” (Foucault). Within the film you can see many instances of surveillance, such as vans with thermal imaging to see through walls of houses and hearing devices that allow all your personal conversations to be recorded, and the curfew which restricts your movement, just as a jail cell. Without a thoughtful examination by the people, government corruption can ensue and freedom as it is currently known will cease to exist. The people must never forget that government only exists when there are citizens under it, oppressing one’s society can lead to a revolution that V could have only imagined.

The novel 1984, by George Orwell, made me paranoid. It made me suspicious of our government's power and intentions. I became aware of the potential manipulation which the government could impose upon us. I came to see that the people I believe to be wholly dedicated to the well-being of society, the people I rely so heavily on to provide protection and security have the power to betray us at any given time. I realised that in my naivety I had gravely overlooked the powerful grip government has over society, and what it can do with that power.
Ever feel as though someone is watching you? You know that you are the only one in a room, but for some reason you get an eerie feeling that you are not alone? You might not see anyone, but the eyes of a stranger could be gazing down on you. In Foucault's "Panopticism," a new paradigm of discipline is introduced, surveillance. No one dares to break the law, or do anything erroneous for that matter, in fear that they are being watched. This idea of someone watching your every move compels you to obey. This is why the idea of Panopticism is such an efficient form of discipline. The Panopticon is the ideal example of Panopticism, which is a tool for surveillance that we are introduced to in “Panopticism.” Kurt Vonnegut's "Harrison Bergeron," has taken the idea of surveillance one step further. The government not only observes everyone, but has complete control over society. The citizens of the United States cannot even think for themselves without being interrupted by the government. They are prisoners in their own minds and bodies. The ideals of “Panopticism” have been implemented to the fullest on society in Vonnegut’s "Harrison Bergeron," through physical and mental handicaps.

This book was written in the 1940’s as a warning to society against the danger of allowing a totalitarianism society and even though it is fictional in nature, many of the dangers warned against are still real today. Throughout the world, many live with extreme governmental interference in their daily lives, unable to freely speak their mind without fear of reprisal. Governments use modern technology to invade the privacy of their citizens. There were many aspects to the book that left this reader feeling just a little bit uneasy.
George Orwell’s Famous book 1984 is about a man who struggles to live under the superintendence of Big Brother. Throughout the novel, Winston struggles with constantly being surveilled and the lack of freedom. Similarly, in our world today, there are government agencies that have the power to listen to phone calls, track people's movements, and watch them through cameras. Winston’s world of surveillance and inadequate confidentiality both privately and publicly is in many aspects much the same as in our world today and the people should demand regulations to be set in place to protect their privacy.
Howard Rheingold notably mentioned, "You can’t assume any place you go is private because the means of surveillance are becoming so affordable and invisible." Judging by the efficiency of American surveillance, it would seem that Rheingold’s outlook stands as of today. James Stacey Taylor's article, "In Praise of Big Brother: Why We Should Learn to Stop Worrying and Love Government Surveillance" begins reviewing the concept of "Big Brother" as it was originally presented in George Orwell's 1984. The Big Brother started off as a fictional character in 1984-- a dictator of Oceania within a totalitarian state. Set within a society in which everyone is under complete surveillance by the authorities, mainly by telescreens, the people are constantly reminded of this by the phrase “Big Brother is watching you” (Wikipedia) . Taylor goes on to explain some examples of recent surveillance technology and how it is applied in lives today. An interesting note and comparison between today’s technology and that of the telescreens in 1984, is that people could be sure that they could not be watched by Big Brother’s telescreens by going out of the cities into the country, where they only had to take care that their conversations were not monitored by hidden microphones (Taylor 227). He contrasts the two, highlighting the fact that “Such an escape is not impossible, for spy satellites can be used to monitor people wherever they go” (277). From there, Taylor perpetuates the framework for his position on the Big Brother notion. Taylor argues that, "rather than opposing such an expansion of surveillance technology, its use should be encouraged -- and not only in the public realm" (227). Taylor’s argument presented in a more formal construction is as follows:
Most people concerned about the privacy implications of government surveillance aren’t arguing for no[sic] surveillance and absolute privacy. They’d be fine giving up some privacy as long as appropriate controls, limitations, oversight and accountability mechanisms were in place. ”(“5 Myths about Privacy”). The fight for privacy rights is by no means a recent conflict.
The inevitable truth about our technological advances has become an ongoing controversial dilemma. It begs to question whether or not our technology is taking us closer to the world of Big Brother. In the modern day era, we find in society a ubiquitous usage of technology that seems to be never ending and forever growing. Included with this notion, the broad subject of surveillance is of course included. Contemporary surveillance, or more specifically technological surveillance, has been described as ambiguous; meaning that it is often misunderstood or open to different interpretations. The representation of surveillance within popular culture has played an impacting role on how we as a society perceive it and this raises certain questions that may reflect back on to society. The 1998 film Enemy Of The State directed by Tony Scott, Starring Will Smith, Gene Hackman and Jon Voight is considered to be a ‘spy-thriller’ blockbuster. Its central themes explore a range of surveillance techniques and equipment and also provides some insights, no matter how realistic or unrealistic they may be, into the real life security organisation; The National Security Agency (NSA). Using this film as an example and analysing how these themes are represented will hopefully allow us to key these ideas back to modern surveillance theories and practices.
