This article was infuriating to read at times due to the opposing opinion I possess. The author, Susan Kiss Sarnoff, essentially describes social workers and therapists as unqualified. She suggests that they exaggerate the truth in order to get a response that is of benefit to them. This exaggeration is referred to as concept stretching. “Defining every woman who has ever had a shouting match with a loved one as a “victim of domestic violence” enable ideologues to claim huge numbers afflicted. This also makes their issue seem to be of crisis proportions, and even allows ideologues to claim “universalization” of the problem -- that everyone suffers from it to some degree.” Sarnoff states that the reasoning behind concept stretching is to gain …show more content…
“The detection of child abuse itself has had unintended consequences, due to the fact that Child Protective Services (CPS), state agencies established by federal law, receive a federal bounty for breaking apart families and putting children in foster care.” Sarnoff is suggesting that social workers place children who have not been proven to have been truly affected by abuse into foster care in consideration of their own profit. Sarnoff claims that child abuse cases have increased due to “coaching.” She explains that incompetent therapists and parents in custodial battles will coach children to claim that something has happened to them. I do agree that it has become more common for parents fighting for custody to attempt this. However, I believe that social workers and therapists do not suggest pulling a child from their home with the intention of recognition or pay but in the best interest of the child. If I were a social worker and I felt strongly that a child was being abused, I wouldn’t hesitate to suggest placing the child in foster care. If I were to mistakenly place a child in foster care who hadn’t been harmed, I would feel guilty however I would feel worse if I disregarded a case and it resulted in death of the child. Sarnoff continues her rant by suggesting that expert witness in child abuse cases are unreliable. Statistics can gain attention quickly and begin to circulate. These statistics can be misinterpreted if not researched and result in the public lacking accurate knowledge. An example is the Listerine ad claiming that “Listerine kills 99% of bacteria.” Some consumers may incorrectly interpret this information and quit brushing trusting that Listerine only is just as effective. Listerine does not suggest replacing brushing and flossing with using mouth rinse daily however if consumers don’t do their research, some may assume that is what is being promoted. Another example is a recent study that a television news station as well as the New York Times reported regarding flossing being less relevant than previously believed. If hygienists would trust this because it’s on the news without researching it for themselves, they could potentially give faulty information to their patients. Vice Versa, if extensive research has been conducted and flossing has indeed shown to be less effective and less necessary than we thought, we are stressing the importance of flossing daily to our patients which is now faulty information. The job of a child welfare worker appears to be a demanding profession that promotes the child’s safety, but also strengthens the family organization around them in order to successfully raise the children. This child welfare workers work in the system known as the Child Protective Services whose initiative is to protect the overall welfare of the child. The short novel From the Eye of the Storm: the Experiences of a Child Welfare Worker by Cynthia Crosson-Tower demonstrates the skills necessary to deal with the practice of social work along with both its challenges and its happy moments. The novel consists of some of the cases involving Tower’s actual career in social work. In reading the book, I was able to experience some of the actual cases in which children dealt with physical and mental abuse from their families that caused them to end up within the system. Also, some of these children had issues in adapting to foster and adoptive families based on the issues they faced earlier in life. As we have learned earlier in the course, the violence that a child experiences early in life has an overall affect on the person they become as they grow into adulthood. When children deal with adverse childhood experiences, they are at a higher risk for abusing drugs and/or alcohol, increased likelihood of abusing their own child or spouse, higher rates of violent and nonviolent criminal behavior, along with several other issues throughout their lifespan.

With the increasing number of cases each day, concerns are being raised as to whether the rights of parents are being violated. It is common knowledge that there have been serious accuracy flaws resulting in the wrongful termination of many parents’ rights. However, little is being done to fix these errors and give parents their children back. Child Protective Services is the most needed yet unwanted agency in each state. While a system is necessary to intervene and protect children who are abused, there is speculation on the procedures and policies the state uses.

The controversial issue of whether or not Child Protective Services are doing their jobs properly, has grabbed nationwide attention. Child Protective Services is the name of a government agency in many states of the United States whose mission is to respond to reports of child abuse and neglect. Some of these cases may include physical abuse, sexual abuse, and mental abuse (Wikipedia). The child welfare system is corrupted. The parents and guardians who are accused of abuse are automatically labeled as guilty and will have to prove their innocence; instead of being innocent until proven guilty.
To many outsiders, the foster care system may appear to be a safe haven for those children that are abused or abandoned by their birth family. This is correct, but the system with which it is based, has many flaws. A background check is mandatory for all foster parents, but a test to see if a child 's temperament matches that caregiver 's parenting style, is not. Now, this is seen as a minor issue, but there is not enough evidence to support this. Plus, there are many other, much worse reasons, why the system is not perfect. Altogether, the foster care system and a multitude of its rules are flawed and may actually be negatively affecting foster children.
“About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. Although, the foster care system has most definitely allowed children to experience the positive home atmosphere that they need there is still an existed kind of abusive system in the foster care program that is unofficial but seems to be very popular. Foster care focuses on helping children in need of a temporary stable environment; however, foster care can have negative impacts to the children and the people around them concerning the foster child going through the transition, the parents of the foster child, a new sibling relationship, and problems that arrive later influencing the foster child long-term.
A state that undertakes custody of a child is declaring that it can do a better job providing protection. This system is a powerful agent of support, providing positive nurturing environments that enable a child to reach his or her potential. Nonetheless, when children suffer additional abuse in the system, this government intervention should be questioned.

Services for children in foster care are a teamwork effort of the different parties involved (Downs, Moore and McFadden, 2009). All the benefits provided by CAPTA are important, but one highly important benefit CAPTA provides for infants and children is that all allegations of child abuse and neglect must be investigated to ensure the well-being and safety of every infant and child. After allegations of child abuse and neglect are reported an investigation is the next step in protecting every child. Another benefit of CAPTA for infants and children is that if the heart wrenching experience of child abuse or neglect occur the state CPS systems and private organizations are trained and prepared to provide treatment for the child. In a like manner, CAPTA provides benefits for women and families by providing support and services that address domestic violence. CAPTA also promotes family involvement in all aspects of a CPS case involving child abuse and neglect. The states benefit by the foundation that CAPTA sets regarding the functioning of CPS systems and in a financial aspect. CAPTA provides funding to “Support child abuse and prevention activities by funding discretionary grants to states and/or public or private agencies or organizations” (California Department of Child Services, 2011). When dealing with families who are entering the child welfare system, social workers need to examine the entire family, their history that contributes to the current problem, and the societal context of their homes (Popple & Vecchiolla, 2007).
