In the Working Poor, David Shipler shows the different levels of poverty in the United States. Although many people work every day, they still do not have enough money to live their lives comfortably or contently. In chapter 1, Money and Its Opposite, we discuss the different people that worked hard their entire lives only to remain in or below the poverty line. For instance, in the book Shipler speaks of the disadvantages that the working poor are susceptible to. Often being taken advantage of by employers that do not give access that they are entitled to, the working poor are more likely to be audited than the wealthy, and become victims of cons that point toward money for a small payment, first.
Undisputedly poverty has been one of the major persistent social problems in the United States for hundreds of years. Poverty does not discriminate against Caucasians, African-Americans, Hispanics, Jews, homosexuals, heterosexuals, age, gender, or persons with disabilities. Poverty can strike any population, community, ethnic group, and family. According to the U.S Census Bureau, 43.6 million people were in poverty in 2009 which was an increase from 2008. There are multiple causes of why a family or individual can fall into poverty, which includes but not limited to, disability, unemployment, age, and recessions, as for which we have seen through the 2008 recession and the Great Depression. Throughout this paper I will address poverty as a social problem and its causes. I will also focus on how children and family households headed by single mothers are effected by poverty, and how Temporary Assistance for Needy Families came about to help children and families in poverty.
The concept of the "working poor" has gained prominence in the post-welfare reform era. As welfare rolls shrunk, the focus shifted from the dependent poor to the working poor. It was obvious that without substantial outside support, even families with full-time low-wage workers were still earning less than the official poverty line. And while American society purports that anyone can prosper if they work hard enough, it became apparent that with inadequate opportunity or bad luck, a growing number of families could not attain the American dream, or even break the cycle of poverty. The new challenge for American social policy is to help the working poor lift themselves out of poverty. That's why progressives who supported ending welfare as we know it have set a new goal -- the government should "make work pay" so that no one who works full time is poor.

There are 15 million more people living in poverty than in the year 2000. Moreover, America has become a low-wage nation. The median paying job in the country now pays about $35,000 a year for a full-time job. It is barely more than it paid in 1973. With the salary being $35,000 it has people in America living in poverty because that amount of salary isn’t even enough to even live in a one bedroom house. It maybe is enough for one person, but for a person who has a family, it sure isn’t. In most cases in America, many families don’t have both parents. Single mothers were and are in trouble, with a poverty rate in excess of 40 percent. With this being said single mothers are the ones who are being affected and who are one of the cases that live in poverty. They live in poverty due to being the only ones that are bringing money into the households and with their salary being $35,000 is not enough to provide for themselves along with their children. David Shipler is an accomplished writer and consultant on social issues. His knowledge, experience, and extensive field work is authoritative and trustworthy. Shipler describes a vicious cycle of low paying jobs, health issues, abuse, addiction, and other factors that all combine to create a mountain of adversity that is virtually impossible to overcome. The only way that we can begin to see positive change is through a community approach joining the poverty stricken individuals, community, businesses, and government to band together to make a commitment to improve all areas that need help.
The state of Florida like most states in our nation has fallen on very hard times since the recent economic crash. In 1990, Schwarz (1990) stated about one in five American families lived beneath the poverty line. According Lein (2013), it is estimated that as of the beginning of 2011, about 1.46 million U.S. households with about 2.8 million children were surviving on $2 or less in income per person per day in a given month. This constitutes almost 20 percent of all non-elderly households with children living in poverty. About 866,000 households appear to live in extreme poverty across a full calendar quarter. The prevalence of extreme poverty rose sharply between 1996 and 2011(Lein, 2013).
Poverty in America is not indicated by a specific income level, as most people think, but instead by a comparison of 48 possible poverty thresholds taking into account family size and composition without regard to geographic locations (Macartney, 2011). For example, the poverty threshold for a family of 5 with two children under the age of 18 would be $27,517 (census.gov 2013); an amount that would be difficult to live off of in major cities where the cost of living is much higher. According to the Current Population Survey, 2013 Annual Social and Economic Supplement for the year 2012, there are 46.5 million people in America who are living in poverty, including 21.8 percent of children under the age of 18; the highest percentage since 2001 (census.gov 2013).
Poverty in America is measured using thresholds and guidelines that are updated each year so that we have a more accurate picture of who is in need. Using these standards it is then decided who is impoverished. According to the Institute for Research on Poverty (2013) a family of four, who makes less than $23,492 in a year, are considered poor. There are numerous federal programs provided by the government that are designed to help those who are in need. Some of these programs provide food stamps, free lunches, Medicaid, Head Start, and rent assistance. Although these programs are helpful to people who need them they do not entirely prevent children from the consequences of being poor.
What is poverty? The World Bank Organization takes a unique way of looking into the question of what is poverty. “Poverty is hunger. Poverty is lack of shelter. Poverty is being sick and not being able to see a doctor. Poverty is not having access to school and not knowing how to read. Poverty is not having a job, is fear for the future, living one day at a time.” With that being said, according to the United States Census Bureau in 2013 the nation’s poverty rate fell to 14.5%, down from 15% a year earlier. This drop of a half percent is the first significant drop since 2006 when it was 12.6%. If one were to do the math a whopping 45.3 million Americanss fall under the line of poverty.
