The university-statehouse-industrial complex has grown such that the traditional models of primary and secondary education have survived two or three decades beyond their practical use. With a public school system that segregates and discriminates based on, “college material or not?” (Brolin & Loyd, 1989) and a university system that places only one in five graduates in work in their field of major (cite), our educational system has passed its prime and is still training and educating for 20th century job markets that no longer exist. The way that we educate and what we educate for and why needs rethinking from the top down and needs to be more practical and pragmatic. Career and technical education (CTE) consisting of specialized, targeted, and focused vocational programs at all levels do more than just prepare a student for a real job – these programs have practical education and socialization value that conventional classrooms centered around a teacher’s monologue for many do not. Nowhere is the added value of such targeted programs more useful and valuable than in special classes, courses, and CTE training aimed at students with disabilities.

“Using Disability Studies Theory to Change Disability Services: A Case Study in Student Activism” outlines Syracuse University struggles with disability-related topics. Some of the university’s students formed a committee called Beyond Compliance Coordinating Committee to be the voice for the disabled students. The article follows their journey in struggles with implementing handicap-accessible areas and study material for a student that was blind (Cory, White, & Stuckey, 2010). This article reminds me of a close friend from my old neighborhood. He got into a really bad car accident that left him paralyzed from the waist down. After the accident some friends and I helped his parent modify their home to accommodate for his wheelchair. When tragic accidents like that help it really makes you put thing into perspective.
As societal pressures for higher education increase, more emphasis has been placed on the importance of a minimum of a bachelor's degree from an accredited college or university. This has led to the increased enrollment of students with learning disabilities over the past decade. According to a recent survey from the National Clearinghouse on Postsecondary Education for Individuals with Disabilities, one in eleven full-time first-year students entering college in 1998 self-reported a disability. This translates to approximately 154,520 college students, or about 9% of the total number of first-year freshmen, who reported a wide range of disabilities, ranging from attention deficit disorder to writing disabilities (Horn).
On January 1st, 1975 public law number 94-142 was The Education for All Handicapped Children Act. This law secured the fundamental ideals, rights and responsibilities to ascertain equal access to public education for all children who are crippled. What education has done in the years it has been around is that it simply makes life one sizably extensive, perplexed system of steps and processes. Our schools don’t accommodate the goal of a true education, but it makes it appear that they are. It would seem that the goal for a true education is for someone to absorb attention, but it is not always right to fill adolescent minds with careless facts or the ways of the world that is decided by a committee. From Report of the Massachusetts Board of Education, Horace Mann states that, “education, then, beyond all other devices of human origin, is the great equalizer of the conditions of men, – the balance wheel of the social machinery.” It explicates that the consequentiality of kinds of education, including political, moral, religious, perceptive, and physical are paramount to people and to education.

Schools in today’s society are rapidly changing and growing striving to implement the best practices in their schools. Nonetheless, before a school can implement a program in their school, they need reliable evidence that the new program will work. A new program that schools are aiming to implement is inclusion in the classroom because of the benefits inclusion could bring. The implementation of inclusion is strongly connected by people’s attitudes whether they are positive or negative. However, while inclusion is being widely implemented, there is comparatively little data on its effectiveness. It may be that inclusion benefits some areas such as reading and social skills, more than it does others.
Starting high school is tough for some people. Moving to a new city is also tough for some people. Or me I had to deal with both. I can remember my very first day of high school, I was so nervous. In other words, children with disabilities are to be educated with children who are not disabled to the maximum extent appropriate. Removal may only occur when education in regular classes, with the use of supplementary aids and services, cannot be achieved satisfactorily (Yell, 2006).
Public Law 94-142: The Education for All Handicapped Children Act of 1975, now called Individuals with Disabilities Education Act (IDEA), requires states to provide free, appropriate public education (FAPE) for every child regardless of disability. This federal law was the first to clearly define the rights of disabled children to receive special education services if their disability affects their educational performance. A parent of a special education student also has basic rights under IDEA including the right to have their child evaluated by the school district and to be included when the school district meets about the child or makes decisions about his or her education. If a child is identified as in need of special education services, the school district must devise a written individual education program (IEP) for the child, which includes related services. An IEP is a statement of a student’s special education and related services including speech services, psychological services, physical and occupational therapy, counseling and assistive technology and transportation. In addition, this legally binding, individualized plan outlines reasonable educational goals for the student and is reviewed and updated yearly.

Education is a profession which requires a teacher to be able to communicate with a multitude of students on a variety of levels. There is not a class, or student for that matter, that is identical. Therefore, teachers must be able to identify and help educate students from all different types of backgrounds and at different levels. Teaching a singular subject presents difficulties, but teaching students with disabilities should not be one. There are three main teaching areas that need to be focused on when teaching a student with a learning disability. Teachers need to focus on the strategies that will assist students with reading comprehension skills, writing skills, and maintaining appropriate behaviors in a classroom setting.
In todays society the legal system has put various laws in place to protect the rights of students with disabilities. With changes, comes challenges. Although special education has come a long way and has made significant improvements, there have also been many difficulties. These challenges alone make an impact on the ability to successfully merge into better educational opportunities for students with disabilities. These challenges include increased isolation. Although public schools are required to provide students with a free and appropriate education, many do not provide students with a learning environment conducive for them to be successful at their individual level. Many are placed in isolation. This not only affects students, but the teachers and parents as well. Parents also have rights to protest decisions and be included during the decision making process. If a school or district does not follow these laws, they can face very serious consequences.
