Russia was a European superpower as it was considered the largest country in the world extending from the Black Sea in the west to the Bering Sea in the extreme east of the Asian continent. Russian also possessed a vast population that not only included native Russian citizens, but a large number of Germans, Poles, Slavs, and Asians.
This enormous, assorted Empire was firmly ruled or dictated by a succession of Tsars, who as autocrats meant that country was under the rule of an Absolute monarchy implying that only the Tsar could govern Russia no one else.
