In the game, the U.S. government, the head of the operation activates sleeper agents in the population who operate for the Strategic Homeland Defense Division, or simply "The Division", to assist emergency responders, now called the Joint Task Force (JTF), in restoring order (They could be considered as the Executive branch). The protagonist, a Division agent, assisted in planning the operation with the mission of taking back New York City which was infected by a smallpox disease known as "Green Poison" or "The Dollar Flu ( He could then represent the legislative branch by making strategic plans to combat the pandemic).
