Supports economic stability for employers who depend on consumer spending. Is funded solely by employers who pay federal and state payroll taxes. The procedure is a somewhat length process however, effective. First, you have to go online and apply for reemployment assistance and created a personal pin, prior to completing your application for benefits, you were required to complete the set pin page following the Claimant Authentication page to complete the process of setting up your login ID and Personal Identification Number (PIN). You must file claims every two weeks using your login ID and PIN. On a temporary layoff which will not exceed eight consecutive weeks from the date you last worked for the employer, a union member who customarily obtains work through a union hiring hall, a participant in an approved Short-time Compensation plan, legally prohibited from using a computer. You should review the Messages – Notice of events, status changes, and other available actions portion on your CONNECT Claimant Home page which will advise you when to claim weeks. You will need to certify for weeks of Reemployment Assistance using CONNECT every two weeks. No payments can be made on your claim unless you certify for your benefits within 7 days from your scheduled report date. A claim week begins on Sunday and ends on Saturday.

COBRA was passed in 1986 and provides guidelines for continuous health coverage in case of sudden loss of a job or even death among other situations that cannot be avoided. Employees as well as employers have to participate in the program to make it effective. The employees are guided by the “Employee Benefits Security Administration” and the “Employee Retirement Income Security Act” to fill out forms of compliance. The law was designed to find temporary solutions for continued medical insurance so that the unemployed can still enjoy and access healthcare facilities despite the financial misfortunes that may render them unable to support themselves as well as their families as they find a permanent solution (Magill, 2009).

I think that if a recipient has found a job but is unable to accept the job because of late hours and they have reached their two year mark, then they should have a grace period on their five year time limit until they are unable to find a better job. The recipient may only be granted the grace period if they show documented proof that they have found a job but are unable to accept because of the circumstance of not having childcare during the work hours given.

According to statisticbrain.com (as of 9.10.2013), 12,800,000 Americans are on welfare, 46,700,000 Americans are on food stamps, and 5,600,000 are on unemployment insurance. In total, 4.1% of the U.S population is on welfare, accumulating a total of $131.9 billion total government spending on just welfare alone, that’s not including food stamps or unemployment.

Unemployment does not only have social costs, but economic costs too. The ILO, International Labour organization, defines unemployment as, ''People of working age, who are without work, but available for work and actively seeking employment.'' Therefore implying that it is a state of an individual looking for a job but not having one. Unemployment is one of the key indicators in determining the economic stability of a country; hence governments, businesses and consumers closely monitor it. There are numerous aspects that might lead to unemployment such as labour market conflicts and recessions in the economy. There are two main types of unemployment, which can be focused on, seasonal and cyclical unemployment. Seasonal unemployment occurs when a person is unemployed or their profession is not in demand during a particular season. On the contrary, cyclical unemployment occurs when there is less demand for goods and services in the market so consequently supply needs to be decreased.

To fulfill that, they have the essential need to earn money. In order to earn money, they must work in either in fields related to their interests or to their qualifications. However, people will meet different challenges during their jobs-hunting sessions, such as many candidates competing for a job vacancy; salaries offered are lower than expected salaries and economic crisis or down which causes unemployment. Unemployment is what we will be looking into in this report. Dwidedi (2010) stated that unemployment is defined as not much job vacancies are available to fulfill the amount of people who want to work and can work according to the current pay they can get for a job they chose to work as. The most common causes of unemployment are getting fired and layed off for specific reasons. People might get layed off if a company is going out of business or maybe if there are positions in the company that are no longer needed. It’s difficult to find a job right away after being fired. Companies don’t want to hire someone who has just been fired for reasons such as failure to do a sufficient job, not showing up to work, stealing, etc. It’s also hard to find a job instantly after being layed off. In some cases the economy is down and it is hard to find any work in general.
