The goal of the Fed’s Monetary Policy is to achieve an unemployment rate as low as possible. Moderate long-term interest rates. Put in place policies that will maintain stable prices that will support long-term economic growth.

Zero unemployment and inflation rate is not ideal because it is very unrealistic. There will always be some people unemployed as workers quit to find new jobs and as people become disabled due to health reason. Zero inflation rate can cause the fed fund rate to drop to leaving policymakers with no room to lower interest rate further if the economy needed to be stimulated.
