he New Deal was a series of domestic programs enacted in the United States between 1933 and 1936, and a few that came later. They included both laws passed by Congress as well as presidential executive orders during the first term (1933–37) of President Franklin D. Roosevelt. The programs were in response to the Great Depression, and focused on what historians call the "3 Rs": Relief, Recovery, and Reform. That is Relief for the unemployed and poor; Recovery of the economy to normal levels; and Reform of the financial system to prevent a repeat depression.[1]
The New Deal produced a political realignment, making the Democratic Party the majority (as well as the party that held the White House for seven out of nine Presidential terms from 1933 to 1969), with its base in liberal ideas, the white South, traditional Democrats, big city machines, and the newly empowered labor unions and ethnic minorities. The Republicans were split, with conservatives opposing the entire New Deal as an enemy of business and growth, and liberals accepting some of it and promising to make it more efficient. The realignment crystallized into the New Deal Coalition that dominated most presidential elections into the 1960s, while the opposition Conservative Coalition largely controlled Congress from 1937 to 1963. By 1936 the term "liberal" typically was used for supporters of the New Deal, and "conservative" for its opponents. From 1934 to 1938, Roosevelt was assisted in his endeavours by a "pro-spender" majority in Congress (drawn from two-party, competitive, non-machine, Progressive, and Left party districts). Johnson's Great Society used the New Deal as inspiration for a dramatic expansion of liberal programs, which Republican Richard M. Nixon generally retained. After 1974, however, the call for deregulation of the economy gained bipartisan support.[7] The New Deal regulation of banking (Glass–Steagall Act) was suspended in the 1990s. Many New Deal programs remain active, with some still operating under the original names, including the Federal Deposit Insurance Corporation (FDIC), the Federal Crop Insurance Corporation (FCIC), the Federal Housing Administration (FHA), and the Tennessee Valley Authority (TVA). The largest programs still in existence today are the Social Security System and the Securities and Exchange Commission (SEC).
Roosevelt was the Democratic president from 1933 through 1945. During this time there were two wings of the Democrat party. The first wing were the southern, native-born, white, rural Protestants. The second wing were the northern, immigrant, urban, Catholics. Even though the Democrat party was divided, both sides were united than ever under Roosevelt. The Republican Party, however, began to believe government was the problem, not the solution.
To begin with, this era was more a victory for liberalism through many aspects one being politics. The first change progressives wanted in politics was the "initiative were voters could initiate laws instead of waiting for legislatures to do it. Many New Deal programs fixed economic problems but did not completely solve social issues surrounding equality and discrimination. New Deal programs took radical steps while moving toward government regulation and intervention, causing conservatives to fear concentrated power, but the steps and transformations Roosevelt made while in office preserved conservatives’ need for capitalism and democracy in government, defining the New Deal as both radical and conservative.
Roosevelt and Hoover DBQ The Great Depression quickly altered America's view of liberalism and therefore, Roosevelt can be considered a liberal and Hoover a conservative, despite the fact that they did occasionally support very similar policies. The United States experienced political shifts during the Great Depression, which are described by Arthur Schlesinger’s analysis of eras in which public objectives were placed before personal concerns. It seems that the public view of what constitutes liberal beliefs versus what is thought to be conservative beliefs shifts in a similar way. Laissez-faire ideas were considered liberal during the 1920s, but the coming of the Great Depression in 1929 altered the American view of liberalism.
The New Deal was a set of acts that effectively gave Americans a new sense of hope after the Great Depression. The New Deal advocated for women’s rights, worked towards ending discrimination in the workplace, offered various jobs to African Americans, and employed millions through new relief programs. Franklin Delano Roosevelt (FDR) made it his duty to ensure that something was being done. This helped restore the public's confidence and showed that relief was possible. The New Deal helped serve America’s interests, specifically helping women, African Americans, and the unemployed and proved to them that something was being done to help them.

In response to the Great Depression, the New Deal was a series of efforts put forth by Franklin D. Roosevelt during his first term as United States’ President. The Great Depression was a cataclysmic economic event starting in the late 1920s that had an international effect. Starting in 1929 the economy started to contract, but it wasn’t until Wall Street started to crash that the pace quickened and its effects were being felt worldwide. What followed was nearly a decade of high unemployment, extreme poverty, and an uncertainty that the economy would ever recover.
The New Deal occurred in 1933 when 13 million American workers lost their jobs. As a result of the massive job loss, thousands of workers demanded union recognition, unemployed Americans demanded food and shelter, and farmers demanded higher process on their goods. Federally funded jobs and social welfare programs to help the poor were set up by President Roosevelt in order to please the demands of the American people. The New Deal was established with the intention of improving lives, to save capitalism, and to provide a degree of economic security. In 1935, President Roosevelt passed the Social Security Act which, according to Katznelson, Kesselman, and Draper, “offered pensions and unemployment compensation to qualified workers, provided public assistance to the elderly and the blind, and created a new national program for poor single mothers” (332).This act allowed states to set the benefit level for welfare programs, which was set quite low (Katznelson, Kesselman, & Draper, 331-334). The Great Society programs were established by Lyndon Johnson in 1964 when Johnson declared war on poverty. This was would be the action that initiates the Great Society programs. The government used the New Deal as a foundation to build new welfare programs. Medicaid and Medicare were created to help poor and old people with their medical costs. The New Deal sought to create a more progressive country through government growth, but resulted in a huge divide between liberals and conservatives. Prior to the New Deal, conservatives had already begun losing power within the government, allowing the Democratic Party to gain control and favoring by the American people (Postwar 284). With the Great Depression, came social tensions, economic instability, and many other issues that had to be solved for America’s wellbeing. The New Deal created a strong central government, providing the American people aid, interfering with businesses and the economy, allowing the federal government to handle issues they were never entrusted with before.
In his presidential acceptance speech in 1932, Franklin D. Roosevelt addressed to the citizens of the United States, “I pledge you, I pledge myself, to a new deal for the American people.” The New Deal, beginning in 1933, was a series of federal programs designed to provide relief, recovery, and reform to the fragile nation. The U.S. had been both economically and psychologically buffeted by the Great Depression. Many citizens looked up to FDR and his New Deal for help. However, there is much skepticism and controversy on whether these work projects significantly abated the dangerously high employment rates and pulled the U.S. out of the Great Depression. The New Deal was a bad deal for America because it only provided opportunities for a few and required too much government spending.
Roosevelt immediately gained the public's favor with his liberal ideas. In the first 100 days, Roosevelt stabilized banks with the Federal Bank Holiday. In the New Deal he fought poverty with the TVA, NRA, AAA, CCC, PWA, and CWA. These policies were definitely liberal in the 1930's and because of the new programs, Roosevelt received false credit for ending the Depression. Ironically Roosevelt succeeded only a little more than Hoover in ending the Depression. Despite tripling expenditures during Roosevelt's administration, (Document F) the American economy did not recover from the Depression until World War II.
The era of the Great Depression was by far the worst shape the United States had ever been in, both economically and physically. Franklin Roosevelt was elected in 1932 and began to bring relief with his New Deal. In his first 100 days as President, sixteen pieces of legislation were passed by Congress, the most to be passed in a short amount of time. Roosevelt was re-elected twice, and quickly gained the trust of the American people. Many of the New Deal policies helped the United States economy greatly, but some did not. One particularly contradictory act was the Agricultural Adjustment Act, which was later declared unconstitutional by Congress. Many things also stayed very consistent in the New Deal. For example, the Civilian Conservation Corps, and Social Security, since Americans were looking for any help they could get, these acts weren't seen as a detrimental at first. Overall, Roosevelt's New Deal was a success, but it also hit its stumbling points.
It is worth examining how the New Deal period represented a significant departure from US government and politics up to then. From the start of Roosevelt's period in office in 1932, there was a widespread sense that things were going to change. In Washington there was excitement in the air, as the first Hundred Days brought a torrent of new initiatives from the White House. The contrast with Herbert Hoover's term could not have been more striking. By 1934, E.K. Lindley had already written about The Roosevelt Revolution: First Phase. Hoover, meanwhile, denounced what he saw as an attempt to "undermine and destroy the American system" and "crack the timbers of the constitution." In retrospect, it was only a "half-way revolution", as W. Leuchtenburg has written. Radicals have been left with a sense of disappointment at the "might have beens", in P. Conkin's words.
President Franklin D. Roosevelt’s New Deal was a package of economic programs that were made and proposed from 1933 up to 1936. The goals of the package were to give relief to farmers, reform to business and finance, and recovery to the economy during the Great Depression.
During the 1920s, approximately 20 million Americans took advantage of post-war prosperity by purchasing shares of stock in various securities exchanges. When the stock market crashed in 1929, the fortunes of many investors were lost. In addition, banks lost great sums of money in the Crash because they had invested heavily in the markets. When people feared their banks might not be able to pay back the money that depositors had in their accounts, a “run” on the banking system caused many bank failures. After the crash, public confidence in the market and the economy fell sharply. In response, Congress held hearings to identify the problems and look for solutions; the answer was found in the new SEC. The Commission was established in 1934 to enforce new securities laws that were passed with the Securities Act of 1933 and the Securities Exchange Act of 1934. The two new laws stated that “Companies publicly offering securities must tell the public the truth about their businesses, the securities they are selling and the risks involved in the investing.” Secondly, “People who sell and trade securities must treat investors fairly and honestly, putting investors’ interests first.”2
