The word Foster means to bring up encourage or promote the development of (Google). In the mid-nineteenth century, just about 30,000 homeless or neglected children lived like savages in the slums of New York. Thanks to the founder of The Children's Aid Society, Charles Loring Brace, an assumption was made. He believed that by removing all youngsters from the streets and placing them in farming families, they would have a better chance of escaping a lifestyle of suffering (Foster Care History). So, by sending all the children to the west in Midwest on a train called the Orphan Train. The Orphan Train lasted from 1853 up to the early 1900’s. Why wait for something possibly horrendous or drastic to happen when acting and ensuring the well being of that child is is being commenced. Nevertheless, a website article by Suzanne Robin, RN, expresses that foster children develop a number of issues such as “ attachment issues that can cause physical problems, such as failure to thrive, as well emotional disorders like depression,... Or mental - health disturbances.” Robin also attest to the fact that foster children develop” mental - health issues and developmental delays” during the foster care process. One cannot deny that the information presented from the other side is not a strong argument. On the contrary, you should not decide to not place a child into a foster home because of some side effects that may or may not occur in that child. Now am I saying that this will happen? No. But at the same time, the child's well being the child should trump over not wanting a child to end up changed or different because of unfortunate circumstances of being placed into a foster
One of the biggest misconceptions that we have in our country is that foster care is a great thing; well, it’s not. There are so many flaws in our foster care system to even consider it a good idea. With constant reports of abuse, depression, lack of stability, to even the terrible after effects of the foster care system, like homelessness and incarceration; the foster care system hurts more than it helps. Our foster care system is bad for America, but most of all, our children.
Everybody lives one life, but some they live many lives. Vivian Daly, in The Orphan Train by Christina Kline, has lived in numerous homes, had 3 different names, and countless life changing experiences in her many years. Niamh Power, Dorothy Nielsen, and lastly Vivian Daly these different characters vary everything from appearance to religious views. These different names make her who she is in life. Everyone of the names is more than just some letters, the changing of names is the changing of her life, the girl she used to be no longer exists when ever that name no longer exists. Nothing in her life stayed the same so why should her name?
This paper will contain research done about foster care, including a brief history and progressing along to the system today. This research interested me because it is a professional career option after graduation. I found both positives and negatives about the foster care system that children and foster parents go through on a daily basis. As the paper progresses I will be explaining these positives and negatives in more detail. Throughout the paper I will be referencing different scholarly sources that explain foster care in different ways. Overall, this paper will show different aspects that the general public may never know about foster care.
There is nearly 400,000 children in out-of-home care in the United States right now (Children’s Right). Just about every day children are being shipped in and out of foster homes and group homes. Most people want the best for children in foster care and decide to take care of them until their parents can possibly recover. The foster care system can have both a negative or positive effect on children, foster parents, and biological parents because of the gaps in the system. Foster cannot not be avoided but the some aspects of the foster care system can be avoided if the missing gaps were filled.
At its peak, the Orphan Trains were moving 3,000 to 4,000 children a year. The first load of forty-two children was sent out in 1854 to Michigan. All of them were six years old or older and they were adopted by farmers who used them to pick apples. These children became the first documented foster children in the United States. There were two big societies that helped with the orphan trains, the Children’s Aid Society and the New York Foundling Hospital.
Addressing the needs of children in foster care has been an issue that has tried to be addressed in many ways. In 2001, approximately 300,000 children entered the foster care system, with the average time spent in placement equaling 33 months (Bass Shields, & Behrman, n.d.). In todays’ society many Americans never think about our foster care system. Foster care is when a child is temporarily placed with another family. This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about. A few of the earliest documentation of foster care can be found in the Old Testament. The Christian church put children into homes with widowers and then paid them using collection from the church congregation. The system that the church had in place was actually successful, and was continued to be used until English Poor Law eventually regulated family foster care in the U.S.
Imagine waking up everyday in a home where there is nobody you can call mom or dad. Foster care is a system in which a minor has been placed into a ward, group home, or private home of a state-certified caregiver referred to as a "foster parent". The placement of the child is usually arranged through the government or a social-service agency. The institution, group home or foster parent is compensated for expenses. The state will inform through the family court and child protection agency stand in loco parentis to the minor, making all legal decisions while the foster parent is responsible for the day-to-day care of the minor throughout the time the child is in the system.
To many outsiders, the foster care system may appear to be a safe haven for those children that are abused or abandoned by their birth family. This is correct, but the system with which it is based, has many flaws. A background check is mandatory for all foster parents, but a test to see if a child 's temperament matches that caregiver 's parenting style, is not. Many women who carry unexpected or unwanted children are left to decide between keeping the child, adoption, abortion and maybe foster care. Most of the time the decision is just between adoption and abortion. In that case, the mother is losing the child either way. Most of the time choosing adoption or foster care would be a better choice than abortion because the pregnancy would end by giving life instead of death. Adoption and foster care are an opportunity for people who wish to be parents, but are not able to have a child of their own to finally become parents or people who have children of their own, but want to add-on to their family.

According to the International Foster Care Organization “Foster care is a way of providing a family life for children who cannot live with their own parents.”(2004) Foster care is supposed to provide temporary care while parents get help dealing with problems, or to help children or young people through a difficult period in their lives. Children will return home once their parents are able to provide a safe enviorment for them.
