Health care policies and actions are executed to achieve health care goals within a society. Individuals are granted with medical services under Canada’s Federal healthcare system (Government of Canada, 2016). The performance of the healthcare industry is beginning to increase. From a North American outlook, the health care sector grew by 5.4% in 2014 to reach a value of 3.3 billion (MarketLine, 2015). According to Statistics Canada, most jobs created in Canada since the 1980’s have been in the service sector. The tertiary sector is currently the most important sector to Canada and 74% of all jobs are in this sector. This sector includes health care. Health care providers make this process easier by being critical and ethical in creating ways to ensure health and determinants, such as income, education, unemployment and job security, employment and working conditions are not barriers for minority groups. This process ensures to qualify for health coverage regardless of medical issues or history, income social status and standard of living. Today, there are over 13,000 certified Rehabilitation Counsellors (CRCs), serving approximately 49 million individuals with disabilities. Rehabilitation is a growing occupation and employed in diverse settings. Such as, State Rehabilitation Agencies, Veteran’s Administration, Hospitals, Substance Abuse Treatment Programs, Schools, Insurance Companies, and Private Agencies or practices. Under these diverse settings, there are various job titles that can revolve around this industry such as, Vocational Rehabilitation Counsellors, Alcohol and Substance Abuse Counselors, Case Managers, Transition Specialists, Family and Marriage Counselors, and Mental Health
