In 1989, our great nation was hit by two devastating natural disasters; Hurricane Hugo and the San Francisco (Loma Prieta) earthquake. In 1992, Hurricane Andrew struck the Florida Coast and caused tremendous damage and death. After these major natural disasters, the Federal Emergency Management Agency (FEMA) came under severe scrutiny about its lack of responsiveness, preparedness and communication. When James Lee Witt took over as Director of FEMA in 1993, he refocused the agency’s direction toward improving disaster mitigation, preparedness, response, and recovery. He was able to elevate an agency that was viewed negatively by most Americans to an agency that was focused, responsive and much more respected. By the time James Lee Witt left FEMA, most people, including federal, local and state departments viewed FEMA as a much more improved and effective organization. Positive and effective leadership will provide positive results to improve the efficiencies of an organization. James Lee Witt and the FEMA organization is a strong example to support this thesis.

After September eleventh, President George W. Bush signed a congressional bill to create a department of Homeland Security. This department examines the levels of security risk at airports, ship ports, railway stations, and other public transportation locations. Both candidates Bush and Kerry agree that homeland security is a priority. Furthermore, the candidates have stated that it is essential to provide the American people with a strong common defense. For example, “both pledge to have the government spend more money to furnish first-responders-the police and firefighters who are the first to arrive on the scene of an accident or an attack-with the materials and equipment they need to do their jobs to the best of their ability” (David Dulio). The recent war in Iraq has divided the candidates on how to carry out the plan on homeland security. Bush believes that we must take a protective approach in Iraq to prevent further terrorist damage to the United States. Kerry on the other hand believes that the United States must seek international support in Iraq to insure safety at home and abroad.
Border Patrol The U.S. Border Patrol to me is very important to the United States of America and to me as well. Without the Border Patrol, America would be a goat standing in the middle of a wolf cage. The Border Patrol and their agents border the boundaries of America so we can be safe in our homes. People don’t realize how important any kind of law enforcement is, until the day that they need assistance comes. I don’t take our men and women who protect us Americans.
Immigration and Customs Enforcement often referred to as I.C.E is an elite agency under the branch of Homeland Security formed in 2003 in response to the attacks on 9/11. Over the course of the history of the United States of America, the country has had struggles with its own borders and the protection of those borders. Illegal immigration is a big problem and the smuggling of drugs, weapons, and cash over our borders into our country has evolved into a bigger problem. The United States has over seven-thousand miles of border to cover each day. That is quite a bit of land, but the only problem with this is there is a lack of manpower to cover every single mile of border. The US shares its borders with Canada and Mexico. All along these borders are small communities and cities that are occupied by US citizens. This means that these cities and communities require the protection of our Homeland Security Agency.
For decades, America has dealt with national security threats. Although our federal government could not have prevented some attacks on American soil, for example the September 11 attacks, or the Boston Bombings. In the future, some of these threats could be eliminated due to citizens giving up several privacy rights. During a time of a national crisis, the government needs to strip some privacy rights. Temporarily eliminating some of these rights could decrease the amount of national threats, better protecting citizens, and would only involved citizens with possible information on a national security threat.
