On or about 7 February 2008 an explosion occurred at the Imperial Sugar Factory in the city of Portwentworth Georgia was caused from dust, which resulted in the loss of 14 employees whom suffered from major burn injuries (Sugar dust explosion and fire, 2009). Key issues that were identified for that caused the explosion were combustible dust hazard, combustible dust accumulation, and equipment design and maintenance (Sugar dust explosion and fire, 2009). The explosion caused major damage to the building structure enabling the factory to in operational for a significant amount time, as well as causing employees to be at work until operations was resumed. Occupational Safety and Health Administration (OSHA) plan to initiate a dust standard as a result of this. Factory workers reported to the CSB that the spillage of sugar and dust been a problem for a long time and the equipment was old. At that place were rules in place within the state a Georgia in reference to sugar dust prior to this incident. The CSB makes recommendations based on the findings and conclusions of its investigations. John Bartlow Martin in his case study exams the Centralia No.5 coal mine disaster on March 25,1947. This explosion occurred near the town of Centralia, Illinois, killing 111 mine workers. The detonation of the mine was caused of heavy deposits coal -dust along the roadway and entrances which over time exploded. Tunnel fires killed most miners, other were trapped and died with accumulating of poison gas. The explosion of Centralia No.5 can be blamed cause of lack of mine safely which this tragedy could have been prevented if the basic standards were followed.
The Triangle Shirtwaist Factory fire most of all impacted all forms of industry, and changed the way workers worked. Along with the legislations that impacted women and children, laws also centered on the safety and well being of all workers. One of the main reforms and changes came through the formation of the New York Factory Investigating Commission, or the FIC: a legislative body that investigated the manufacturers for various infractions. They were based on protecting the workers: both their rights and their lives. The FIC investigated countless factories and “enacted eight laws covering fire safety, factory inspections and sanitation.” The FIC was highly focused on the health and safety of industrial workers, making reports and legislation that focused on “fire safety, building construction, machine guarding, heating, lighting, ventilation, and other topics” and on specific industries like “chemicals, lead trades, metal trades, printing shops, sweatshops and mercantile establishments.” Thirteen out of seventeen of the bills submitted by the FIC became laws, and “included measures requiring better fire safety efforts, more adequate factory ventilation, improved sanitation and machine guarding, safe operation of elevators” and other legislations focused for specific establishments.” Fire safety and new fire codes such as “mandate emergency exits, sprinkler systems, and maximum-occupancy laws,” such as the Fire Prevention Act of 1911, were put into place to limit the likelihood that another fire like the one at Triangle would occur, or be as drastic and deathly. The Chicago Fire of 1871 In the 19th century, the population in Chicago was quickly rising to great numbers. In 1850, the population reached 30,000. Areas in all parts of Chicago started to become extremely over crowded, especially downtown. At this point, all structures were built out of wood, including buildings, streets, and even sidewalks (“Chicago Fire of 1871”). The City of Detroit, Michigan, seems to be a city on the decline in America. Job prospects some of the lowest in the country and one of the only cities to be shrinking, rather than growing. There are a lot of problems Detroit is facing, one of them is there incidence rate for fires. Detroit is the number one city in America for house fires, not to mention their high rate of fires in the many vacant buildings throughout the city. There are many socioeconomic factors with the city that make the incident rates rise, and response less effective.
Think of the most beautiful city in world. You are walking the streets, taking in the scenery in complete admiration of a city built by men. Then one day you go to sleep, a few hours later you awaken, and that beautiful city is completely destroyed. The Great Chicago Fire of 1871 was one of the largest disasters in American history (“The Great Chicago”). After many failed attempts to put out the fire, people were left homeless and helpless to rebuild their city. Thankfully, after every tragedy there is always a recovery.
The OSH Act gave OSHA the authority to come into work places and inspect facilities for health and safety risks. Due to shortages in personnel, OSHA inspects accidents and safety complaints that are filed, and those facilities that have a high volume of accident rates. If an individual state has an approved safety and health enforcement plan, than they may be exempt from yearly inspections by OSHA and have their own state personnel conduct the inspections. The Act sets a maximum penalty for safety and health violations, but OSHA has the authority to calculate fines. If an industry objects to the citation or fines, they can go before the Occupational Safety and Health Review Commission. OSHA has been criticized on both ends, by industries for being too strict, and by unions for not being strict enough. In the 1980s, OSHA had instituted a policy that would exempt some workplaces from a complete inspection if they had a lower than average injury rate. However, that policy was abandoned when an employee died from a workplace that OSHA had not fully inspected. OSHA has implemented new procedures that have set higher penalties and increased the maximum fine for all types of infractions.

Although we have improved in the technology and study of the earth, mining industry is a very dangerous job. One of the most dangerous work of mining has been mentioned to be coal mining in which they extract coal from underground. Coal mining hazardous mixture of gas and coal dust can form a fatal explosion. In the early 1900s industrial accidents were commonplace in this country; for example, in 1907 over 3,200 people were killed in mining accidents. At this time legislation and public opinion all favored management. There were few protections for the worker's safety. Today's industrial employees are better off than their colleagues in the past. Their chances of being killed in an industrial accident are less than half of that of their predecessors of 60 years ago. According to National safety Council (NSC), the current death rate from work-related injuries is approximately 4 per 100,000, or less than a third of the rate of 50 years ago. Improvements in safety up to now have been the result of pressure for legislation to promote health and safety, the steadily increasing cost associated with accidents and injuries, and the professionalization of safety as an occupation. When the industrial sector began to grow in the United States, hazardous working conditions were commonplace. Following the Civil War, the seeds of the safety movement were sown in this country. Factory inspection was introduced in Massachusetts in 1867. In 1868 the first barrier safeguard was patented. In 1869 the Pennsylvania legislature passed a mine safety law requiring two exits from all mines. The Bureau of Labor Statistics (BLS) was established in 1869 to study industrial accidents and report pertinent information about hose accidents. The following decade saw little progress in the safety movement until 1877, when the Massachusetts legislature passed a law requiring safeguards for hazardous machinery. In 1877 the Employers' Liability Law was passed. In 1892, the first safety program was established in a steel plant in Illinois, in response to the explosion of a flywheel in that company.
