Foreign policy dictates how a country will act with respect to other countries politically, socially, economically, and militarily. Foreign policy has been around, in some form or another, for humanities entire existence. The United States has risen from a country just becoming independent in 1776, to a world superpower since the end of the cold war. Through out its rise, a variety of different foreign policies have been used. The inconsistency of these policies has hurt the American people; leaving us weak in areas we often ignore. If elected president, I would enact a foreign policy that would help to secure America at home from actions taken abroad. To assure the prosperity of the United States we need to focus our resources on addressing the many issues involving national security. National security is often thought of as being strong on a military front. While this is important, I think we need to focus on strengthening cyber security, working to preserve the world’s environment, and focus more resources on the international fight to prevent and eradicate infectious diseases.

Throughout the years, the United States government had made drastic changes in its foreign policies. The few decades from 1880 to 1910, which saw five different presidents all with very distinct foreign policies, were no exception. As a country, the United States progressed from being a country only concerned with expanding its territory out west, to being a country on the verge of becoming involved in the First World War.
The foreign policy included the Truman Doctrine, which was “President Truman's promise to help nations struggling against communist movements” ("The Cold War Begins”). Along with the policy of containment, which is “policy of keeping communism contained within its existing borders” ("The Cold War Begins”). Lastly the Marshall Plan, which was the “foreign policy that offered economic aid to Western European countries after World War II” ("The Cold War Begins”). A presidential doctrine comprises the key goals, attitudes, or stances for United States foreign affairs outlined by a President. Most presidents want to announce a doctrine to outline their foreign policy. For example, President Kennedy doctrine the “Flexible Response” refers to foreign policy initiatives towards Latin America. Kennedy voiced support for the containment of Communism and the reversal of Communist progress in the Western Hemisphere. Kennedy added to the Truman and Eisenhower’s doctrines by introducing his “flexible response” policy, whose ultimate goal was to reduce the possible use nuclear weapons while preventing other countries from using them. This policy is meant to give the president more flexible options of dealing with the opposition.
The United States’ population is currently rising exponentially and with growth comes demographic shifts. Some of the demographics shifts include the population growth of Hispanics, increase in senior citizens especially minority elderly, increase in number of residents who do not speak English, increase in foreign-born residents, population trends of people from different sexual orientation, and trends of people with disabilities (Perez & Luquis, 2009). As a public health practitioner, the only way to effectively eliminate health disparities among Americans, one must explore and embrace the demographic shifts of the United States population because differences exist among ethnic groups (Perez, 2009). We must be cognizant of the adverse health conditions for each population and the types of socioeconomic factors that affect them. Culture helps shape an individual’s health related beliefs, values, and behaviors. It is more than ethnicity and race; culture involves economic, political, religious, psychological, and biological aspects (Kleinman & Benson, 2006). All of these conditions take on an emotional tone and moral meaning for participants (Kleinman & Benson, 2006). As a health professional, it is one’s duty to have adequate knowledge and awareness of various cultures to effectively promote health behavior change. Cultural and linguistic competencies through cultural humility are two important aspects of working in the field of public health. Cultural competency is having a sense of understanding and respect for different cultural groups, while linguistic competency is the complete awareness of the language barriers that impact the health of individuals. When the constitution of the United States was formed, the framers specifically designed the American Government structure to have checks and balances and democracy. To avoid autocracy the President was give power to preside over the executive branch of the government and as commander –in –chief, in which a clause was put into place to give the president the power to appeal any sudden attacks against America, without waiting for a vote from congress. While the president presides over the executive branch there has been ongoing debate over the role of the president in regards to foreign policy. Should foreign policy issues be an executive function by the president or should congress play a much greater role? With the sluggishness of our democracy, foreign policy issues most times need quicker response compared to how domestic policy is decided in the United States. Many believe to maintain openness and democracy both the president and congress need to agree on how the United States handles issue abroad. Although the president has been given much power, his or her power and decisions are sometimes limited based on decisions by congress and challenged and shaped by various bureaucracies throughout the government system. I shall discuss the Presidents role and the role of governmental bureaucracies (Department of Defense, Department of State and the National Security Council) that work together and sometimes not together to shape and implement American foreign Policy.

For almost 100 years since it's birth, U.S. foreign policy was based on expanding westward, protecting U.S. interests, and limiting foreign influence in the Americas. However after the development of a huge industrial economy, U.S. started to focus on the rest of the world. This happened because it needed worldwide markets for it's agricultural and industrial surpluses, as well as raw materials for manufacturing. American foreign policy determines how America interacts with other nations. Some positives of American foreign policy are that it has helped fuel economic growth around the world and has resulted in the trade of many customs and traditions between the U.S. and other nations. Some negatives of American foreign policy are that it could lead to discrimination against a certain country if the U.S. doesn’t trade as much with them. Also, alliances could form which causes more money to be spent protecting both nations.
My fellow Americans… I am here to discuss the importance of America’s role in the world. As your president, I believe that it's time for a new foreign policy structure, a policy with guaranteed prosperity and justice for all. It is in America’s best interest to address the people first, for they are the ones who make America great. We’ve had many great leaders guide America towards its prosperity such as: George Washington, Ronald Reagan, etc. The list doesn’t stop there, but I feel as if these people have made the biggest impact on our foreign policy. Before I address my new foreign policy speech, let’s go back in time and see how the past has shaped America today.
All in all, the foreign policies as stated above contributed to and influenced the decisions of the United States’ involvement around the globe. The United States experienced notions of failure worldwide, which truly damaged American morale. In application to today’s times, the United States can learn from its mistakes in Korea, Cuba, and Vietnam and progress forward to provide a better society for its citizens and enhanced relations abroad.
Due to the situation the US has found itself in recently it is necessary to look at all the options before going forward. Many of the things to take into consideration is the past and how it will affect the future. For example looking at Iraq and Syria and how they are today because of the past. Another thing to keep in mind is the present and what’s going on right now in the world and how those things play into international relations like the most recent use of chemical weapons on the people of Syria. Then there’s also looking into the current situation and the past to decide what to do next, like deciding to bomb Syria for their actions or to used diplomacy instead. Every day, the President of the United States (POTUS) has to make many decisions about different issues domestically and internationally. While domestic issues are not easy to deal with, international issues are even more complicated because the POTUS has to think about his own country, as well as at least one other country. The three most important things the POTUS has to keep in mind is finding a way to balance his obligation to protecting the lives of his citizens and the country in general, knowing when to get involved in a situation that we are not directly involved in, and at the same time, trying to keep our relations with other countries as smooth as possible.
Strength is a term with many definitions. What does strength mean? Anyone can sit down and start to write down their strengths but, how many different types of strengths are there? There are personal strengths, mental strengths, and spiritual strengths that all have a positive effect on people’s lives. Throughout life, strength is what helps overcome the problems we face. Strength is defined by Dictionary.com as “a good or beneficial quality or attribute of a person or thing.” No matter what kind of strength different people in society have; strength is something gained through personal experiences and life. Prioritizing and clarifying are two of the United States biggest conflicts, encountering great difficulty when attempting to define its national interest. National interest is the establishment of identity and purpose of the country; it is a multi-faceted idea that is made of several ideologies set forth by the country’s most influential leaders and parties. It is assumed to be what is best for the country (Rosati, 2010, p.2). Concerns of economic growth, wealth, military affairs, survival, and security are all integral players in determining what is important in regards to national interest. Power, prosperity, peace, and principles are also elements of important domestic concerns. The idea of national interest can easily be considered vague because of the many issues being weighed however; national interest can be narrowed down into four levels that of which include vital interests, extremely important interests, “just” important interests, and less important or secondary interests; according to a report: The Commission on America's National Interests[1]. The levels are listed in descending order of importance, becoming less significant and less effective on the country and the American people. Even though each level of U.S. national interest holds different levels of importance, they are yet equal in clarity, which helps to sustain a successful American foreign policy, for in order to have an effective foreign policy there must be precise sense of national interest, in other words, the task is to write the vision and make it plain.
