Was a sample or the entire population of elements used in the study?
A sample was used in this research. The researches in this study sent out 418 surveys to jail administrators across the United States. They also concentrated on jails that had at least a 1500 inmates, which accounted for 30 percent of all jail inmates.

What type of sampling procedure was selected?
“Sampling is a procedure used in research by which a select subunit of a population is studied in order to analyze the entire population. Sampling enables an inexpensive, relatively quick assessment, by even small groups of researchers, of a population that is often so large that complete enumeration is prohibitive” (Hagan, 2010). The researchers used a sample research by using surveys. The researchers sent out 418 surveys to jail administrators across the United states. They also sent surveys to smaller jails just to get an equal results understanding the actual aspect of gang members in county jails. “Although, 139 surveys from 39 states were returned: a response rate of approximately 32 percent” (Ruddell, 2006). I believe the survey method they have chosen was a very good method since we have countless county jails in the country. I would use E-mail form to send out a survey to improve this method. Everyone checks their E-mails and it is also much easier for the administration at the jail to respond back. I could do my research on who the administration are in the jail and I could include the warden or higher staff. I believe by doing those extra steps, I would increase my return percentage. I agree that they used both larger and smaller jails to insure that the sampling is fair and it accurately represents
