Table 1 below shows the outcome of the research conducted of variables of suspect characteristic, encounter characteristic and officer characteristic and how that affect the use of force use by law enforcement. In regards to suspect characteristics such as gender, demeanor and intoxication has a major impact on the use force implemented by an officer during an encounter. For instance the research would show that a male, whom was intoxicated and did resist in any way, or was in the process of being arrested would be much more likely to endure use of force by law enforcement during the encounter. Other characteristics such as race, age and social class provided mixed relationship trends, or established no true relationship to police use of force.
With the articles and past research that I have collected, studies tell us that less than 3 percent of police-citizen contacts involve the threat of physical force by the police. The percentages are higher when the level of force is below lethal force, for instance 20 percent of arrests may involve some type of special or needed force to obtain and control the suspect in able to put him in custody. In the academy, police officers are taught to use equal or greater force to subdue the suspect and do what is necessary to protect the public and also look out for officer safety. Most incidents of force are low level applications such as using the arms, hands, legs, or their bodies to gain control of the suspect. Every police officer is supposed to be trained to a certain standard, and should be able to use the correct amount of force for the situation at hand. Police brutality is becoming more and more apparent in the news today because it seems to be occurring more than before. In 2012, the NYPD killed 21 people that year which was an increase by 7 from the previous year (W.A.T.E.R, 1). The numbers are rising in the big cities where more crimes are likely to happen. Toronto isn’t as big as New York City, but it comes to show that police officers are killing more individuals each year. In 2009, in the little city of Cabbagetown near Toronto, two Toronto officers severely beat a man who was allegedly drunk in public. The two police officers were later found guilty of assault causing bodily harm, which shocked much of the public because rarely do police officers get charged after incidents like this. This case ended up bringing up the ethical issue of whether police officers use excessive force on people because they are law enforcements. Police officers seem to usually get away with the actions they do, which sometimes result in death, because they are law enforcements and they’re just looking out for their own safety and of others. I believe that police officers do sometimes use excessive force on people and that they get away with the consequences because they have a free pass because of their job title. To defend this judgment, the arguments that I will use are the statements of both police officers, the test results that proved that the police officers attacked a man who didn’t deserve it, and the decision of the SIU.
Law enforcement officers are in constant dangerous situations while out doing their responsibilities. When in these threatening situations, police officers typically have little to no time to determine the right precaution. These precautions may lead to the death of a suspect or even the officer themselves. The media has recently shed light on police brutality with use of force. Use of force could be defined as the amount of effort an officer must use in order to make an unwilling subject compel. Police officers are usually trained to enable the proper responsible to a dangerous situation they may be put in. In this paper I will go through the guidelines that a police officer must obey when considering a certain degree of use of force. Within each guideline there will be the pro and cons with that situation and also a recent case that happened. This paper will also talk about how this topic can be addressed more properly. These guidelines that officer are taught during their training are called Use of Force Continuum.

In many confrontations the police are put in a position in which they may have to use force to control the situation. There are different levels of force and the situation dictates the level use most of the time. The police have very strict rules about police use force and the manner in which they use it. In today’s society, police officers are very cautious on how much force they can use on a suspect due to the police brutality going on right now. Police brutality is defined as the use of force exceeding what is necessary, many people argue that there should be new policies to determine how much force a police officer can use and also have laws that will convict officers who have killed people by using too much force, so that there is less incidents in the future.
Police are trained to demand control of all situations some officers even have problems separating their career life from their personal life. They "eat, live, die" police work. Their identity is defined by the uniform that they wear and any conflicts in their life are seen as challenges to their dominance (“The Misuse”). This training shows that the police are given the idea that they have authority over other citizens. The officers of the law are also trained to use force continuum which means to only use the amount of force necessary to control the situation and the person. It begins with officer presence, vocal direction and soft empty-hand techniques. If the person continues resistance, the officer may escalate to hard empty-hand techniques, chemical agents and upward toward lethal force the idea is to bring the person into compliance and under control without causing injury” (“The Misuse”). This system gives the police the idea of needing superiority and full control over the suspect in all cases also this gives the officers the permission to use the amount of power that they feel is necessary in order to gain the control of the situation. Consider for once how lucky one is for not having the physical appearance of a criminal, and even tough such thing does not exist, America 's Police Department seem to have a pretty good idea of what a criminal should look like. As Benjamin Spock once said: "Most middle-class whites have no idea what it feels like to be subjected to police who are routinely suspicious, rude, belligerent, and brutal.” Thus, unfortunately, being victim of police 's power abuse is a reality that many people have been suffering from in the past years. The abuse of power by police officers is a known fact, and the government should address it by improving the selection processes of new officers, increasing monitorship, and implementing punishments.
