Public’s views on future nuclear power development 1. NIMBY movement NIMBY is a word made up from the first letters of the phrase "Not In My Back Yard". It refers to a movement being held by the public to show their opposition of some new developments or hazardous technologies that may invade their private property. Those proponents are sometimes called themselves Nimbies. They believe some new but hazardous developments maybe needed in society, but should be built further away from where they live. After the 2011 Japanese nuclear accident (disaster in Fukushima), it has revived anti- nuclear passions all over the world, China is one of the places that "Not in My Backyard" syndrome becomes popular again. People consider the risk of nuclear accident unacceptable and generally believe that radioactive waste cannot be disposed in a safe way. With the rising environmental and health awareness, nuclear power is generally rejected in Chinese society. When Chinese people notice the government is now increasing the contribution of nuclear power to make grater total electricity output, many people say no to the plan and against the further use of nuclear power for electricity generation through protests. Some protests have gained great success, Chinese government willing to cancel or postpone nuclear energy processing projects with possible danger. In a case in Southeastern China, the government has canceled a proposed $6 billion nuclear development project due to massive protests against the construction. 2. Proponent’s view Even though the consequences of nuclear energy are known by the public, not all people in the society oppose the future development of nuclear energy. Building of nuclear power plants should be far away from the residents, it is not easy to find a remote place with well-developed transportation connection and resources. Besides, nuclear reactors require enormous quantities of water to operate. The water source availability becomes important to ensure the nuclear power plant can operate safely and efficiently. Last but not least, people favors the use of renewable energy instead of nuclear power in the last few decades, such as wind power, solar power, geothermal energy and biofuel. They are now more willing to adopt energy conservation and energy efficiency measures. Carrying out energy efficiency measures is the cheapest and fastest way to reduce the use of any forms of energy sources and in term reduce carbon emissions.
