IRTC called the source with the assistance of Language Line Interpreter ID number 253788 who reported that the subject child was observed with scratches by his right eye on 5/23/17. Source indicated that there are pictures of the injuries which will be texted to IRTC’s NYCACS cellphone and not emailed due to an agency wide power shortage. A successful visit is required to assess the subject child for visible injuries. If CPS observes any visible injury to the subject child/ren, pictures should be taken for any foster child/ren (permission from a parent/caretaker must be granted for all biological or adopted child/ren). Hazelwood v. Kuhlmeier of 1987-1988 Background: At Hazel East High School, the school has a sponsored newspaper called “The Spectrum” that is written and edited by the students. In May of 1983, the high school principal, Robert E. Reynolds, received the edited version of the May 13th edition. Upon inspecting the paper, he found two articles that he found “inappropriate.” The two articles contained stories about divorce and teen pregnancy. An article on divorce featured a student who blamed her father’s actions for her parents’ divorce.
For this assignment, we learned that Maurice Clarett filed a case against the NFL where he argued that the NFL’s three-year rule acted as an unreasonable restraint in violation of the Sherman Antitrust Act and the Clayton Act. On the other hand, the NFL argued that its three-year rule was covered from the antitrust laws by the nonstatutory labor exemption. First, the case was reviewed by the district court which concluded that the NFL's eligibility rules violated antitrust laws by requiring the player to wait at least three years before entering the NFL draft and that the eligibility criteria was not immune from those antitrust laws. The court favored Clarett making him eligible for the 2004 NFL Draft.
When children are hurt physically, emotionally, or sexually it is known to be child abuse. Children are known to be neglected when they are not getting the proper attention needed for children. When children are neglected or abused in any way it is the responsibility of others to report such acts to the authorities as to what they have witnessed first-hand or signs of abuse or neglect seen after the fact, these people who reports such acts are known as third parties. The proper authorities to report child abuse or neglect is called Child Protected Services also known as Child Welfare. After the abuse or neglect is reported the proper authorities will then investigate to see if the abuse or neglect is legit or fraudulent (Sedlak, 2001).

According to the RP Esteban is non-verbal, with mild epilepsy and intellectual disabilities. Furthermore the RP stated Esteban has substantial behavioral issues. It was reported the youth as resided in the group home since 2014. The RP disclosed on 1/22/17 a staff member (name not provided) reported that another staff member named Winter Easter had it Esteban on the head. On the evening of January 5, 1993, Tracie Reeves and Molly Coffman, both twelve years of age and students at West Carroll Middle School, spoke on the telephone and decided to kill their homeroom teacher, Janice Geiger. They agreed that Coffman would bring rat poison to school the following days so that it could be placed in Geiger's drink. After that , they would steal Geiger's car and drive to the Smoky Mountains. On the morning of January 6, Coffman placed a packet of rat poison in her purse and board the school bus. Coffman told another student, Christy Hernandez, of the plan and show her the poison. Hernandez went and informed her homeroom teacher, Sherry Cockrill. Cockrill then informed the school principal, Claudia Argo. When Geiger entered her classroom that morning, she observed Reeves and Coffman leaning over her deck; and when the girls noticed her, they giggled and ran back to their seats. Geiger saw a purse lying next to her coffee cup on the top of the desk. Shortly after Argo called Coffman to the principal's office, rat poison was found in Coffman's purse. Both Reeves and Coffman gave written statement to the Sheriff investigator concerning their plan to poison Geiger and steal her car.
Child Protective Services For 30 years, advocates, program administrators, and politicians have joined forces to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem has developed: Upon investigation, as many as 65 percent of the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staff. Unreported Cases Most experts agree that reports have increased over the past 30 years because professionals have become more likely to report apparently abusive and neglectful situations. But the question remains: How many more cases still go unreported?

Neglecting a child is another type of abuse, and includes malnutrition, abandonment, and/or inadequate care of a child’s safety. Additionally, any neglectful act can lead to physical or emotional harm and in some cases death of a child. Unfortunately, young children are the most vulnerable population to child abuse. Statistics indicate that victims in their first year of life had the highest rate of victimization at 21.9 per 1,000 children of the same age in the national population (United State Children’s Bureau, 2013). Additionally, the victimization was highest for children younger than one year 21.9 at per 1,000 children in the population of the same age (United State Children’s Bureau, 2013). Although, the rate of substantiated child abuse and neglect for children ages 13 months through three years old has slightly decreased from 2008 to 2012, the rate of victimization of children younger than age three continues to be of concern (United State Children’s Bureau, 2013). Moreover, 78.3 percent of victims were neglected, 18.3 percent were physically abused, and 9.3 percent were sexually abused (United State Children’s Bureau, 2013). Furthermore, evidence suggests that the main type of abuse that young children experience is neglect.
