Background
Housing Affordability in Australia has become the focus point for urban planners in recent years. In particular, South East Queensland (SEQ) has experienced significant pressure as the demand for property and affordable dwellings increases and population growth in the region continues. The issue has come to the forefront in discussions for local governments in the region and there is a real need to address the problem of housing affordability. The subject of affordability is complex and is contributed to by a number of factors including the impost created by Council processes, which is the scope of the HAF-T5 Project.
The need to reduce these imposts is a key driver for continued improvement in Council processes to streamline the approval of housing related development applications. There is a direct correlation between the cost of housing and the time it takes for Council approval to be obtained for a development. It is the intention of this project to isolate the unnecessary costs and, where possible, remove them from the assessment process.
Purpose of the Document
The purpose of this document is to provide a summary of the Council File Survey activity and inform the HAF-T5 project for the respective council involved in the HAF-T5 project.
This File Survey Report (FiSuR) is broken into four (4) key parts:
Part 1 – Key Council Statistics
• Quantitative Observations – including the key statistical data obtained during the council file survey.
Part 2 – Council Observations
• Qualitative Observations – including the key information observed from staff interviews and information found on file during the Council File Survey.

...am has also measured the statistics against any available data provided by the Council. This included the assurance that the sample was representative of the number of applications assessed by Council (total and per type).
Peer review within the HAF project team members was undertaken to ensure that the highest quality of data is provided. The survey team also met with representatives from each Council during, or at the completion of, the File Survey to discuss the primary interpretation of the trends and findings.
The initial presentation of Parts 1 and 2 of this FiSuR to Council representatives is also part of the quality control process. The intention is to optimise the value added by survey activity from both a local and regional perspective. Once feedback from Council has been gained, recommendations and a thorough analysis of the findings will be provided.
Class is a key idea related to inequality, prejudice and discrimination in Australian society. It has been considered out of fashion, because some Australian people think that there is no class difference between people in Australia, everyone enjoys equality in society. In fact, the recent de-regulation of the workplace, and the widening gap in access to hospitals, schools and employment opportunities between the rich and poor, have made class more visible in Australian than ever before. Class is "a category of people who have generally similar educational histories, job opportunities, and social standing and who are conscious of their membership in a social group that is ranked in relation to others and is replicated over generations" (Kent, 1998:87). This essay argues that class cause continues to inequality in Australian society. Firstly, class structures labor market inequality. Secondly, class shapes the quality of a person's life. Thirdly, class inequality produces continuing class differences into the next generation. Finally, class has becoming a debate in Australian society, because class inequality encourages the `right' people to work more efficiently in the workforce and helps people to identify themselves in society, but continuing relevance of the concept of class is a matter in contemporary Australia.
The lack of available social housing is mainly due to stock levels steadily diminishing each year since 1980, after tenants bought nearly half-a-million council houses under the ‘Right to Buy’ scheme. This coupled with the decline in house building; which is currently at its lowest level since 1946, has brought about a shameful lack of affordable public housing (Turffrey, 2010).
As the lease of my apartment is coming to an end it had me thinking of achieving my own American Dream of home ownership but as I do my research I find the dream is far from coming true. I am sure that the issue of housing prices and rent rates are what most of us Bay Area residents talk about and debate. It is an issue that needs to be addressed by the officials of the area, city mayors, affordable housing committees, social justice activists,lawmakers, and even employers. Skyrocketing prices, low inventory, and investors’ bidding wars are not only pushing the middle and lower classes out of San Francisco and the Bay Area out but will completely eliminate them.
Have you ever noticed that while you’re driving around Austin that the homeless have become a common casualty to exhibit. I know the first thing that comes to mind is, “How ridiculous, why don’t they just get a job!”It perfectly acceptable to wonder, whether your money would go towards feeding a starving stomach or a drug addiction, therefore your generosity would be put to better use through a charity foundation or simply by offering a meal. The reality is that the majority of people who are homeless are unable to work due to certain disabilities. In other words, the best response is compassion. There is only so far we can do as a community, the major change has to come from a superior source, which is why I propose that the City of Austin ought to step up and diminish this problem. The City of Austin should build more affordable housing and assistance programs because it will help reduce homelessness.

Affordable housing in the United States describes sheltering units with well-adjusted housing costs for those living on an average, median income. The phrase usually implies to applied rental or purchaser housing within the financial means of lower-income ranges specific to the demographics of any given area. However, affordable housing does not include those living in social housing owned by government and non-profit organizations. More specifically, the targeted range for housing affordability sets below 30 percent of a household's annual income, including all applicable taxes, utility costs and home owners insurance rates. Housing affordability is the ability of an individual to pay for their own shelter. For certain groups that have limited financial capabilities such as young people, single parents and families, housing affordability is a huge concern when it comes to attaining shelter. The affordability of housing is critical in ensuring that individuals are not denied the basic rights such as legal security of tenure, access to public services and infrastructure. Due to the affordability of housing in Australia going down, legal mechanisms such as the National Affordable Housing Agreement, the First Home Owner Grant and non-legal mechanisms such as the Daily Telegraph and The Australians for Affordable Housing have been compelled to respond to the issue.

It is important to attempt to eliminate some of these causes in order to complete a thorough, accurate study. In future projects, this study could go about researching the issue in different ways. Perhaps using a larger sample size would be conducive for accurate results. A larger sample size helps reduce and even out any possible errors caused by those who do not answer truthfully. Also, keeping the surveys mainly anonymous would help to receive more truthful and accurate responses from participants. Participants may be fearful of judgments on open interviews or phone interviews, which could affect responses. In order to obtain as accurate results as possible, a future study would need to find ways to survey participants in a confidential way that feels comfortable.
