The speaker of A Modest Proposal is Jonathan Swift, this piece takes place in Dublin, Ireland, and A Modest Proposal shows how there are many poor unfortunate children out there who live on the streets and he wants to find a way to get them off the streets and away from poverty. Swift's purpose is to try and help the poor and unfortunate kids off the streets who are living on there own without their parents being able to support them. Swift's audience is the people who live in Ireland and also to the parents out there who have kids and have problems being able to support their children and also to the richer families who can come up with conclusions and help deal with foundations to help these poor unfortunate kids, but also while Swift is being satirical he's also addressing the English so they can hopefully see their lack of mortality.
The issue in A Modest Proposal is there are more and more homeless children living on the streets and we haven't done anything about it. The context is at the beginning of this piece when Swift is traveling through Dublin, Ireland and he's seeing all of this poor people on the street and all of the beggars wanting either a job or some money. Swift is the one making the argument in this piece about the homelessness and the English's mortality. Swift is a writer who was born on November 30, 1667 in Dublin Ireland, he was also a writer who always believed in the things he wrote about. Swift isn't a biased character, and his target audience would seem to mostly be Irish people but its actually more towards the English. Swift structures his argument by using irony, satire, and sarcasm. Swift's arguments makes us assume that he is mad at the English for leaving the Irish poor and on the streets...

...these emotions by giving stark facts and giving you visuals of what your actually reading, when he says he walks through the streets, you can almost hear the beggars asking for work and money, and you can actually visualize the poor people reaching out their hands asking for money.
A Modest Proposal doesn't show any happy emotions in this piece because he's trying to make you feel bad for the poor people and all the beggars who need a job or money. It does do good will because Swift makes you want to go out and help the poor children off the streets and he proves the point of why the English has bad mortality. Swift doesn't refute opposing claims because he wants to show sad and melancholy emotion in this piece. This was left out the piece because Swift wants you to feel bad because he's giving the sad facts about poor Irish children who are out there homeless.
