To truly understand and assess the foreign policy of President Obama over the past 8 years, one must first understand what Obama inherited in his presidency - the foreign policy legacy of President George W. Bush.

President George W. Bush had an agenda when it came to how he would address the political climate of the Middle East. The Foreign Policy of President Bush can be summarised simply as putting “America First” and thus many argue that he was a major advocate of neo-conservatism, promoting American national interest in international affairs. So when calculating how the President faired in handling the Middle East, an appropriate benchmark would be what his own administration laid out as three key national security objectives – to stop the nonconventional proliferation between antagonists, the active promotion of democracy and most importantly the cessation of terrorism in the area. When it came to terrorism, President Bush once stated that “Our war on terror begins with al Qaeda but it…will not end until every terrorist group of global reach has been found, stopped and defeated”. This was largely a response to Al Qaida’s attack on US soil on the 11th of September 2001, that killed 2996 people. Although, this policy appeared to prevent another attack on US soil, it was unable to significantly cripple Al Qaida, which was responsible for numerous attacks around the world. Moreover, even the National Intelligence Council has admitted, that US involvement in Iraq has made it more susceptible to terrorist activity. One famous incident was when President Bush ordered the dissolution of the Iraqi army, leaving at least 250,000 furious armed Iraqi men unemployed – many of whom were reported to have joined the jihadist group.
