Gangs Should stiffer penalties be enforced against gang crimes? My answer to that question is yes. Gangs, hoods, turfs, properties, etc. in today’s world have gotten out of hand. It is killing our children, teenagers, adults, basically a huge part of our population. I can remember about three and a half years ago, my aunt was shot because of the strong gang activity in the area where we were throwing a cook out. Gang members are being recruited at all ages and most join for different reasons. Many youth are drawn to gangs not by the need for protection, but by the supposed glamour of a lifestyle that is celebrated in many areas of modern culture (Burell). Children are influenced by what they see on TV and in movies, and many movies portray gang life as a very fast paced and interesting life drawing kids in to experience this life for themselves. Movies such as Boyz N’da Hood, Juice, Scarface, and Menace II Society portray the good, the bad, and the ugly of gang life, but they do not show it as just bad. They Hollywood gang life up and make children think that gangs are easy and fun with a lot of shooting, instead of dangerous and unhealthy. This could account for why “more than a quarter of public middle and high schools have both gangs and drugs present on their campuses” and why “4% of teens report gangs at public schools, compared with just 29% of teens at private and religious schools”(Geiger). This is why gangs need to be stopped at the source. If stricter laws are placed on the gang leaders, keeping them in jail, then they cannot recruit our youth, which would decrease the spread of gangs. Let the leaders serve as an example to the other members and show what happens when you commit gang crimes. Until members see the seriousness of their offences and the consequences they are not going to change. Also there need to be stricter punishments for children found involved in gang activity. The cause for gang involvement needs to be found within our youth and when gang crimes are committed they need to be punished to the full extent. Parents must be cooperative with their child as well into a specific resource center that dealt with indecisive mothers of raising their child(s) to help them suppress their child from joining gangs at an early age. Many parents are not aware of resource centers in their local area where they could seek an assistance and advice from someone expert (Social Worker or Psychologist) especially if their neighborhood is prone demographics of drugs, crimes, and some illegal substance. There are many kids that joined gangs because they are in a neighborhood prone to drugs and crimes where they could be influenced by it instantly by a flick of a finger. An article “What Schools Do to Help Prevent Gang – Joining” by Gary D. Gottfredson shows a statistics of students in certain cities percentage in joining gangs and not doing well at school. “Baltimore City 41%, Philadelphia 61%, and Albuquerque 49%.” Despite their value in reducing the general risk for problem behavior, school-based programs aid strategies are unlikely to reach youths who might be at greatest risk of joining gangs: those who have dropped out of school. Kids that are a drop out of schools are not getting much attention because some programs only focus or covered only those who are not yet involved in such case. There were speeches made by Roman orator, Marcus Tullius Cicero, which references groups of men who constantly fought and disrupted Roman politics (Curry, 2013). Though many believe the best available evidence suggests that the more serious street gangs likely did not emerge until the early part of the nineteenth century (Sante, 1991). Although our country has had their share of feared gangs like in the 1980’s with the turf war between the Bloods and Crips, back in the 17th and 18th century the Mohocks of Georgian, England were one of the most feared gangs. What draws juveniles to the gang lifestyle? Many people will say that most gang members are children from impoverished communities, single family homes where there was no father present, or maybe there is a more psychological/sociological answer? By appearance and presence most gangs cause fear, crime, and disillusionment in the communities they occupy. In 2003 as a response to communities with a large amount and growing number of youth gangs the Office of Juvenile Justice and Delinquency Prevention (OJJDP), a branch of the U.S. Department of Justice, initiated the Gang Reduction Program (GRP) (U.S. Department of Justice 2008). The formation of gangs is seen as a response to system failures and community dysfunction. As a result, one of OJJPD’s anti-gang initiatives is to make communities safer and have a pro-social environment (U.S. Department of Justice 2008). Furthermore, OJJDP plans to provide economic and social opportunities that gangs often promise to new recruits which are often obtained in an illegal and dangerous fashion (U.S. Department of Justice 2008). OJJDP believes that the GRP is capable of addressing the underlying issues for the increasing popularity and intensity of gang activity in specific suburban and rural neighborhoods (U.S. Department of Justice 2008). The program takes an integrative approach to dealing with the issue of increasing membership and participation with gangs. The following will discuss the program’s goal, theoretical basis, methods of operation, and overall effectiveness. After reviewing these major aspects of the GRP I will personally assess the value of this program and conclude whether or not the evidence supporting the program’s efficiency is strong enough for me to recommend it for implementation.

Street Gangs are becoming popular in many cities across the country. According to the Department of Justice's 2005 National Gang Threat Assessment, there are at least 21,500 gangs and more than 731,000 active gang members (Grabianowski). Gangs bring fear and violence to neighborhoods, drugs, destroy property, involve youth in crimes and drive out businesses. When you have gangs in a community, it affects everyone in the community. An alarming amount of young adults are joining gangs and becoming involved in illegal activity. Most gangs have a rule that when you join the gang you are a member of the gang for life. Gangs can be removed from our communities with more community involvement and education.

The Gang Prevention and Deterrence Act was presented by Sen. Orrin Hatch and Diane Feinstein in the winter of 2003. The Act stated an increase in funding for the federal prosecutors and FBI agents needed to conduct coordinated enforcement efforts against violent gangs. There are much better alternatives than trying to pass a law that most people will never even hear about, or increasing funding for prosecutors and FBI agents. Creating new gang-prosecution offences will not prevent teens from getting into gangs. Jeralyn Merritt, a criminal defense attorney in Denver, Co. also suggested sports and mentoring programs. We should not just focus on the children and forget about the adults, help those adults that are already gang involved by actually employing them, but under certain guidelines. If there were more options out there, people would be to mentally and physically busy to even consider joining a gang. Gang Prevention and Effective Deterrence Act would not do any good to assist in the fight against gangs.
Gang violence is a growing problem in this world. No parent would like to imagine their kids dealing with weapons or being threatened by them. These violence’s affects each child individually and their families as well. These gangs recruit multiple different individuals for many reasons such as bribery, family traditions, or even threatening. Although, many kids feel like they have to be a part of it but there are many resources out in this world to prevent them from believing so.
