The Federal Emergency Management Agency(FEMA) is responsible for leading and supporting a comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation. FEMA has been described as an extension cord of help in a disaster. This is because effective disaster preparedness requires more than FEMA alone can provide. FEMA works in collaboration with other organizations which are part of the nation’s emergency management system to provide economic and social support. Partners include federal, state, and local emergency management agencies as well the American Red Cross. FEMA works best as a public-private partnership with shared practices, situational awareness and objectives. FEMA provides the support, tools, and additional resources for local and state governments if federal disaster assistance is needed. Local governments cannot directly access federal programs. The extent or the impact of a natural or man-made event can qualify a region of a state to be declared a disaster. Once the president makes this declaration, it initiates the efforts of FEMA. The kind of relief after a disaster depends on the immediate goal of affected people. In the disaster response phase, FEMA would focus on the immediate needs of individuals such as food, water, rescue, and medical services.FEMA has emergency support functions(ESFs) that deals with communications, transportation, logistics, and public safety and security. Afterwards, the recovery phase begins with additional sources of aid. Economic support can help local and state governments to repair water, sewage, and other essential services.
