Yes i believe that is an expression of speech because that's what the individual thinks of the U.S and the if the police arrest the person then the first amendment is being violated. We can't just take their freedom of speech away just because it hating on the U.S. There are a lot of people who hate on other countries and they still are protected by the 1st amendment , so why should people who dislike amarica not be protected by the 1st amendment. 6.
