Executive Powers
Within the constitution of a nation, powers are delegated to certain institutions of that nation?s government. Although in many cases similar, nations can vary drastically when defining the organizational structure from which they operate. Some democratic constitutions delegate more power to the executive branch while in other nations more power is given to the legislature. This point can be illustrated when the same branch of a nation?s government is compared with that of another. An example of differing executive powers can be viewed between the Russian Federation and Japan.
Japan?s democracy was developed by General Macarthur alongside U.S. occupation authorities after WWII. It is that of a typical parliamentary system, similar in many ways to those of Europe. The prime minister is elected by the members of the Diet, or parliament, and serves until he or she losses the confidence of the House of Representatives or until the four year term is up (Palmer 264).
The Russian democracy came about a half a century down the road. When communism ultimately fell in the Soviet Union, a popular figure under Gorbachev came into power under a fresh, democratic framework. His name was Boris Yeltsin. He put together a new constitution, based on the Constitution of France, that gave many formal powers to the executive branch. It allows for a dual executive; a president and a prime minister. The president is the commander-in-chief of the armed forces and is empowered to rule by decree in a state of emergency (Palmer 334). He is also tied into the bureaucracy with the power to nominate and remove other bureaucrats and department heads from office. He nominates a prime minister and must approve the Cabinet.
Behavioral Comparison
From 1955 to 1993, Japan?s legislature, or House of Representatives, was dominated by the Liberal Democratic Party. This meant that the president of the party was guaranteed to become prime minister. That element should have ensured the office of prime minister to be one of the
strongest of that of the First World. Instead, it was among the weakest (Palmer 264).
The function of Japan?s prime minister is very similar to that of Russia?s. However, the power of the executive branch in Russia resides in the office of the president. He nominates the prime minister and must approve the members of the cabinet (Palmer 334). The president, under the Yeltsin Constitution, has direct control over the major processes of government.
The two countries have a whole different structure of government. In America we directly elect our president by a vote through the whole country, which isn't what it is like in Japan. In Japan it goes through this system; 1st the voters of Japan elect the Diet, or what we would call the legislature, which consists of the house of representatives, and the house of counselors. The diet then chooses a Prime Minister, or president, which the House of Representatives can dismiss him, within a certain reason. After these processes, the Prime Minister then appoints the Cabinet, which exercises the executive power in the Central Government.
According to John Acton in 1887, “Absolute power corrupts absolutely”, meaning that if unlimited power is given to any one person, they can be corrupted by it. The framers of the Constitution recognized this and built in a plan to prevent this from happening and a result of this, the Constitution spreads power equally between the three branches of government: The Executive, Legislative and Judicial branches. These built-in checks and balances are very important to our government, because they keep one branch from gaining too much power over another. Russia is a different country than most are used to which has made a history for itself. Russia played a huge part in World War II as well as established many scientific minds and creation. The first mission (unmanned) to outer space was conducted by Russia (Soviet Union). Their government is similar to democracy, but contains a president, a prime minister, a judicial branch, and a Russian Federation Assembly (State Duma and the Federation Council). Power is split between the Prime Minister (Dmitry Medvedev) and the President (Vladimir Putin); however, the president has deciding power (Darlington, 2014).

We measure his leadership by saying that he is either "weak or "strong" and Neustadt argues that we have the right to do so, because his office has become the focal point of politics and policy in our political system.

The way that a country is controlled by the government depends on the relationship between the legislative and executive authority. Most democratic nations, today, generally use one of two governmental systems, either a parliamentary system or a presidential system. Today most of Europe prefers to use a parliamentary system, whereas the presidential form of government is preferred in places such as South Korea, South America and the United States. The differences between these two governmental systems are not obvious at first, but there are some key differences. However, neither one of them is necessarily superior to the other.

The Prime Minister is the Head of Government in Canada. Almost always, the Prime Minister is also the leader in the House of Commons, the assembly of ‘common’ people elected by the population to run government. Multiple steps are required to select a Prime Minister. First, there must be a vote of party members at a national convention that decide who will be their leader. The power of the Executive branch has expanded over time to become the most authoritative division of government. In contrast to the Constitution 's fundamental designer, James Madison, who predicted the Legislative branch would dominate due to it’s power in making laws and regulating taxes/spending, the executive powers have proven to be superior and ever broadening. From the birth of the Republic, the President has sought to protect his rights and seek beyond his restriction of power. Setting the precedent as early as 1795, George Washington refused to relay documents relating to the Jay Treaty to the House of Representatives and saw his actions as a justified act of “executive prerogative.” Moreover, weaving throughout the Nineteenth century, presidents such as Andrew Jackson and Abraham Lincoln conceived and added functions, such as the extensive use of the veto and the president’s direct and active role as Commander in Chief to their executive tool-belt. The Constitution communicates very little details regarding the President’s use of the power of veto and the role as Commander in Chief, but it was these presidents which established the major authority of the executive branch in these areas.
Within parliamentary systems, the government i.e. the legislature consist of the political party with the most popularly elected Members of Parliament (MPs) in the main legislative parliament e.g. the House of Commons in the United Kingdom. The Prime Minister is appointed by the party to lead as the executive decision-maker, and the legislature work to support and carry out their will (Fish, 2006). In presidential systems, the President is directly elected with the support of their political party, with the legislative being separately elected and, in the case of the United States, being made up of representatives from different states (BIIP, 2004). This essay will provide examples to suggest that Presidents are generally more powerful than Prime Ministers. As two of the oldest forms of parliamentary and presidential governments (Mainwaring and Shugart, 1997), the United Kingdom and the United States will be the main focus of this essay, but other parliamentary and presidential countries will be mentioned.
