As one of the most important aspects of Acquisition reform DOD started implementing evolutionary acquisition strategies which was given preference over the other models to incorporate commercial technology at an accelerated pace and shorten the acquisition cycle. At a current pace, commercial technology acquisition happens at a faster pace than government sponsored effort taking 8 to 12 years to develop a new weapon system using the traditional model of acquisition. Traditional acquisition model does not integrate evolving technologies into weapon or software systems fast enough to provide our soldiers in battlefield technological match against future adversaries. Army slowly recognized the importance of Evolutionary acquisition and how adding mature technology capabilities through block or spiral upgrade is the best way to address continuously changing needs of our warfighters. As a PM, some of the important aspects that we need to keep in mind while dealing with evolutionary acquisition are the following:

Darwinism, the theory of evolution, is a controversial theory that is still being contemplated today. Before the 19th century scientist were puzzled by the idea of where humans, plants, and animals originated. In the late 1700s the question was first tried by a group of scientist, but they were not successful. It was not until a young Charles Darwin found interest in the subject that the discovery was finally able to become a theory. His observations led to his theory of evolution by natural selection. Although, it was a new discovery that shocked so many, Darwin and his accomplices did not realize how significant their newfound theory was. ~~~~

The Systems Development Life Cycle (SDLC) consists of phases used in developing a piece of software. It is the plan of how to develop and maintain software, and when necessary, replace that software. In 2007 during my hospital’s transition to a new software system, I was fortunate enough to be included in the process. I did not get involved until the implementation phase, but from then on, until now, I remain very active in the process. I decided to highlight the Waterfall Model of SDLC. The Waterfall Model is a “sequential development process” with each phase continuing in a line (McGonigle and Mastrian, 2012, p. 205).
Given the time, it takes to develop large sophisticated software systems it not possible to define the problem and build the solution in a single step. Requirements will often change throughout a projects development, due to architectural constraints, customer’s needs or a greater understanding of the original problem. Iteration allows greater understanding of a project through successive refinements and addresses a projects highest risk items at every stage of its lifecycle. Ideally each iteration ends up with an executable release – this helps reduce a projects risk profile, allows greater customer feedback and help developers stay focused.
