Following the assignation of Kennedy, Vice President Johnson took office as the new President of the nation. President Johnson took over the antipoverty agenda that Kennedy left pending. Johnson declared a War on Poverty and in his goals were to better the education in American as a means of poverty prevention. During his speech to the University of Michigan regarding the “Great Society”, Johnson said “Our society will not be great until every young mind is set free to scan the farthest reaches of thought and imagination. We are still far from that goal” (Levy p. 424). He encouraged the development of early childhood programs to enrich the minds of the low income children to prepare them for school. Silberman published an article in Harper’s Magazine promoting the need for early childhood education programs for low income children. After the article was published Silberman began advocating about the importance of providing preschool education to young children. Shriver also met with Lady Bird in the White House as, “Lady Bird was enamored with the idea of a program that could improve the life chances of poor children” (Zigler & Styfco, 2004, p. 28). During first summer Project Head Start Provided five hundred and sixty thousand children will the experience of attending a preschool program and acquiring school readiness skills. The nationwide Project Head Start provided preschool services from the empty classroom of primary schools and hired teachers that were off for the summer to work as educators. The project not only benefitted the children but also the adults as it created plenty of job opportunities. The policy makers and President Johnson agreed that Project Head Start should be founded as a year round program. On August 1965 Johnson announced that Head Start would become a year around program and also continue with the summer sessions. The expansion of Head Start programs grew after the first summer and the funding was increase as the cost of operation increased.
