The term "domestic violence" typically refers to violence between adult intimate partners. The range of conduct included in this term currently varies with the context within which it is used (National Academy Press, 1996). Clinical definitions are often broader than legal definitions. For example, one clinical source defines domestic violence as a pattern of assaultive and coercive behaviors, including physical, sexual, and psychological attacks, as well as economic coercion, that adults or adolescents use against their intimate partners (Family Violence Prevention Fund, 1996, p. 5.). By contrast, a model code on domestic and family violence limits its definition to acts of physical harm, including involuntary sexual acts, or the threat of physical harm (Family violence: A model state code. The VAWA focused primarily on domestic violence, sex crimes and bringing awareness to such crimes towards women. There has been a struggle globally to create the same protection towards oppressed groups (Treuthart, 2015). The goals of the VAWA are to prevent crime, account for the victims’ needs, provide proper education and training, research on effectiveness, provide grant programs in victims’ aid and alter public opinion on gender-based crimes. Policies such as the VAWA give women the opportunity to stay employed or find employment despite their violent situations with intimate partners. Boba and Lilley (2008) documented a study performed at the Muskie School that researched victims of domestic violence and confirmed, “…more than 1.2 million victims received services.” (p. 2). The funding in grant programs resulted in significant positive results in counseling and crisis intervention, legal enforcement and prosecution, victim advocacy and overall response to domestic
