Through market based and command and control policies, there are many viable options to relieve traffic congestion in Atlanta. The four policies examined and discussed in this paper involve the utilization of toll and express lanes, mass transit, gasoline taxes, and road space rationing. A policy to expand mass transit, via MARTA bus and rail system, would increase the convenience of public transportation and effectively serve as an alternative option for driving. An expansion of toll and express lanes is a potential policy for Atlanta which utilizes a market based approach and generates income for the city.
