Using a seatbelt can be uncomfortable at times, but at the end of the day, it can be one of the best decisions a person could make. A seatbelt can very likely save a life if it is used when involved in a motor vehicle accident. The question is, should wearing a seatbelt have to be a primary enforcement, or can it be secondary?
A seatbelt’s purpose is to keep a person from being launched through the windshield when involved in a motor vehicle accident. According to the Centers for Disease Control and Prevention, “Motor vehicle crashes are the leading cause of death in the first three decades of American lives”(Policy Impact 3). In the article “The Effects of Mandatory Seat Belt Laws on Seat Belt Use by Socioeconomic Position”,The authors informs how, “... upgrading to a primary enforcement increases always use of seat belts by 7.2 percentage points among those with <12 years of education compared to 5.4 points among those with 16 or more years of education”(151).
