It was published during an economic crisis and a period where the English developed a great dissatisfaction toward the Irish. The Irish were facing a devastating economic crisis during the 1700s. The Irish faced starvation and Swift wanted to expose the misfortunate lives of the poor in order to have the country striving for change in the lives of each. The English were aware of everything occurring and were not satisfied with how awful their state was turning out. Swift wanted change; he wanted to save the county before the oppression toward the poor reached the extreme. Soon, Swift took action and announced his proposal to the Irish in order for them to come up with better alternative solutions. The proposal was to eat babies in order to help the devastating economy the poor were facing. In his proposal he mocks the authority of the British officials as being an oppressive regime responsible for the suffering of the Irish, and also tries to find a way to evoke a sense of sympathy to his audience with the use graphic imagery and mockery. Swift uses graphic imagery to get his audience attention in order for them to develop alternative solutions rather than his own proposal. Swift uses several analytical techniques like statistics, induction, and testimony to persuade his readers. His idea is admirable because he suggests that instead of putting money into the problem, one can make money from the problem. However, his proposal is inhumane.

In the text of A Modest Proposal, Swift addresses what he believes to be a big issue in the magnificent country of Ireland, Dublin to be exact. Therefore, he proposes a solution to the problem, however, the solution is not what we would call humane, orthodox, reasonable, or even one that we would consider performing today. Swift wrote this piece for anyone that can read and comprehend what the text implies.
To start off, the full title of Johnathan Swift’s writing is "A Modest Proposal for Preventing the Children of Poor People from Being a Burthen to their Parents, or the Country, and for making them Beneficial to the Publick." From just reading the title of the book “A Modest Proposal”, I was thinking it was a story about romance and how a gentleman proposed marriage to his female lover. His proposal, in effect, is to fatten up these undernourished children and feed them to Ireland's rich land-owners. He does this to illustrate how backwards and bad the state of Ireland is and the social classes. For these reasons, he looks at the politicians to blame for the poor conditions because of the apathy they presented while in the decision making process, to resolve the conditions.
The author of this article is putting in perspective how Swift felt about the problems in Ireland were being solved. They believe that the very design of the Irish system of owing money could be considered another type of cannibalism because of all the power and control one obtained.

In 1729 England had contrived, with the help of Irish venality, to wreck Ireland’s merchant marine, agriculture, and wool industry. He thinks this would help solve the problem of over population. Swift tried to give his people pamphlets on how to fix the problem that was plaguing their country, but they ignored them. Swift says “These mothers, instead of being able to work for their honest livelihood, are forced to employ all their time in strolling to beg sustenance for their helpless infants.”(1) Swift proposes that the mothers sell the babies for 8 shillings; the rich would find the child to be a delicacy and the extra money would go to the landlord. Jonathan Swift seeks to create empathy for the poor through his ironic portrayal of the children of Irish beggars as commodities that can be regulated and even eaten. He is able to poke fun at the dehumanization of the multitudes of poor people in Ireland by ironically commenting on what he sees as an extension of the current situation. Swift?s essay seeks to comment on the terrible condition of starvation that a huge portion of Ireland has been forced into, and the inane rationalizations that the rich are quick to submit in order to justify the economic inequality. He is able to highlight the absurdity of these attempted explanations by presenting cannibalism as a logical (although not particularly valid or sound), mathematically calculated alternative to the current situation. In doing so Swift is able to shock the readers into defending the poor. Through his emotionless tones and clever diction, Swift seeks to stir up the readers? feelings of indignation and compassion and thus help remind them that people are human beings and deserve to be treated as such, and not treated as figures in mathematical equations or pieces of meat.
