Prison Reform
In today's society, we are facing many changes. Our own family, neighbors, and countrymen are afraid of many dangers which influence their lives. Although many people have fear which resonates in their consciousness and unconsciousness, the United States has a comparatively low crime rate. Despite this low crime rate, America incarcerates it's citizens five times the rate of Canada and seven times that of most European democracies.(Slambrouck, Paul. 24) Our society needs to be changed. We cannot blame the individuals involved in wrongdoing but we can blame our society who raised these criminals. Of course someone who kills another human being needs to be put away in some form; but we need to make changes. We need to help as many maladjusted people as we can. There are some steps which really seem to work. There are many prison inmates who come from broken homes and have low self-esteem. What needs to be done to help these insecure people, who are at war with themselves and society, is to rehabilitate them. The problem is the prison officials do not try to teach the prisoners how to learn from their mistakes.(McGovern, Celeste. 42) What actually happens is that criminals tend to be better thefts, and have the ability to out smart the police. Our politicians need to stress how important vocational, educational, drug-treatment, and religious programs are, in order to improve the attitude and demeanor of these convicted felons. This is the only way to keep ex-con's from jail.(DeLuca, H.R. 38) Another problem with America's prison system is overcrowding. ...to be done is our facilities should emulate Mckean prison. Mckean's inmates are denied freedom but they have the ability to teach themselves trades, get drug treatment, and meet god. If we treat convicts like humans they will respond as humans. We cannot dehumanize them anymore and expect our communities to benefit from it. It does not work. There is no need to build more prisons, they need to decrease the rate of throwing non-violent offenders in prison. These offenders could do community service and be under house arrest where they still have the ability to hold their families together, so the vicious cycle does not continue. All I can stress is our system needs reform soon. We can only prepare for it, society's ills has already created these predators. Therefor, we need to push for new plans and theories on how we can shape tomorrow's flowers before they bloom.
In today’s society, many people commit crimes and illegal behavior is nothing new. Society knows that there are criminals and they have criminal intentions. The question today is not if people are going to commit crimes, it is finding the most effective method to help those criminals reenter society as productive citizens, and preventing new people from becoming criminals. Department of corrections around the nation have implemented a program that identifies the most effective method. The “what works” movement outlines four general principles that are implemented in the rehabilitation of criminals; and, these principles are risk principle, criminogenic need principle, treatment principle, and fidelity principle.
In the Antebellum Era, America undergos many reforms including a reform in their prison system. Imprisonment had been use rarely to punish criminals. Prisons were commonly used to incarcerate people being accused and awaiting for trials and debtors that had to pay their creditors. They did not want people to run away. Authorities did not used prison sentences for criminals, they enforced fines or inflict physical pain such as branding iron or pillory. Anyone convicted of a serious crime would receive extreme penalties such execution or banishment.
Many changes are made inside the justice system, but very few have damaged the integrity of the system and the futures of citizens and prisoners. Although the story seems to focus more on lockdown, Hopkins clearly identifies the damaging change from rehabilitation in prisons to a strategy of locking up and containing the prisoners. To the writer, and furthermore the reader, the adjustment represented a failure to value lives. “More than 600,000- about 3 times what it was when I entered prison, sixteen years ago. In the resulting expansion of the nation’s prison systems, authorities have tended to dispense with much of the rehabilitative programming once prevalent in America’s penal institutions” (Hopkins 157). When envisioning a prison, one often conceptualizes a grisly scene of hardened rapists and murderers wandering aimlessly down the darkened halls of Alcatraz, as opposed to a pleasant facility catering to the needs of troubled souls. Prisons have long been a source of punishment for inmates in America and the debate continues as to whether or not an overhaul of the US prison system should occur. Such an overhaul would readjust the focuses of prison to rehabilitation and incarceration of inmates instead of the current focuses of punishment and incarceration. Altering the goal of the entire state and federal prison system for the purpose of rehabilitation is an unrealistic objective, however. Rehabilitation should not be the main purpose of prison because there are outlying factors that negatively affect the success of rehabilitation programs and such programs would be too costly for prisons currently struggling to accommodate additional inmate needs.
The United States has a larger percent of its population incarcerated than any other country. America is responsible for a quarter of the world’s inmates, and its incarceration rate is growing exponentially. The expense generated by these overcrowded prisons cost the country a substantial amount of money every year. While people are incarcerated for a number of reasons, the country’s prisons are focused on punishment rather than reform, and the result is a misguided system that fails to rehabilitate criminals or discourage crime. The ineffectiveness of the United States’ criminal justice system is caused by mass incarceration of non-violent offenders, racial profiling, and a high rate of recidivism.
Prisons and correctional facilities in the United States have changed from rehabilitating people to housing inmates and creating breeding grounds for more violence. Many local, state, and federal prisons and correctional facilities are becoming more and more overcrowded each year. If the Department of Corrections (DOC) wants to stop having repeat offenders and decrease the volume of inmates entering the criminal justice system, current regulations and programs need to undergo alteration. Actions pushed by attorneys and judges, in conjunction current prison life (including solitary confinement), have intertwined to result in mass incarceration. However, prisoner reentry programs haven’t fully impacted positively to help the inmate assimilate back into society. These alterations can help save the Department of Corrections (DOC) money, decrease the inmate population, and most of all, help rehabilitate them. After inmates are charged with a crime, they go through the judicial system (Due Process) and meet with the prosecutor to discuss sentencing.
Prison Reform in The United States of America “It is said that no one truly knows a nation until one has been inside its jails. A nation should not be judged by how it treats its highest citizens, but its lowest ones” (Nelson Mandela, 1994). The United States of America has more people behind bars than any other country on the planet. The prisons are at over double capacity. It cost a lot of money to house prisoners each year.
Today, half of state prisoners are serving time for nonviolent crimes. Over half of federal prisoners are serving time for drug crimes. Mass incarceration seems to be extremely expensive and a waste of money. It is believed to be a massive failure. Increased punishments and jailing have been declining in effectiveness for more than thirty years. Violent crime rates fell by more than fifty percent between 1991 and 2013, while property crime declined by forty-six percent, according to FBI statistics. Yet between 1990 and 2009, the prison population in the U.S. more than doubled, jumping from 771,243 to over 1.6 million (Nadia Prupis, 2015). While jailing may have at first had a positive result on the crime rate, it has reached a point of being less and less worth all the effort. Income growth and an aging population each had a greater effect on the decline in national crime rates than jailing. Mass incarceration and tough-on-crime policies have had huge social and money-related consequences--from its eighty billion dollars per-year price tag to its many societal costs, including an increased risk of recidivism due to barbarous conditions in prison and a lack of after-release reintegration opportunities. Maybe if I saw more reports on how prison has improved our society and the criminals who live among us, I would see why we should work on reforming our prisons. Until then, it does not seem to be working. We trust in the government to provide for our safety, but we must take responsibility among ourselves. To understand that the current system does work and that its intent is not to provide a safe society. History has shown us that. What we have done or continue to do will not make this a safer place to live. The problem is not to reform our prison system, for this won't stop criminals to commit crimes, but to find ways and means to deteriorate them from doing the crime.
Throughout history into today, there have been many problems with our prison system. Prisons are overcrowded, underfunded, rape rates are off the charts, and we as Americans have no idea how to fix it. We need to have shorter sentences and try to rehabilitate prisoners back to where they can function in society. Many prisoners barely have a high school education and do not receive further education in jail. Guards need to pay more attention to the well being of the inmates and start to notice signs of abuse and address them. These are just a few of the many problems in our prison systems that need to be addressed.
Problems with crime have always been a concern to society. There are many different ideas about what causes it and even more ideas about how to stop it. Dr. Karl Menninger believes that our current prison system is not adequately addressing the motivation behind crime. In his article "Therapy, Not Punishment", Menninger says of the old prison system, "In its place should go a quiet, dignified, therapeutic programÉ" (544). He sets forth the claim of policy that criminals need to be treated with professional therapy. I don't think an introduction could be more clear than this.
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state, each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment imposed by the court, be given services that aid in the rehabilitation of those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nation’s correctional system finally reached it’s critical collapse, and as a result placed American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement is ineffective in controlling these colossal increases in crime against society?
All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. "The fraction of the population in the State and Federal prison has increased in every single year for the last 34 years and the rate for imprisonment today is now five times higher than in 1972"(Russell, 2009). Considering that rate along crime is a serious act. These crimes range from robbery, rape, kidnapping, identity theft, abuse, trafficking, assault, and murder. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? How does our correctional system rehabilitate offenders? Which method is more effective in reducing crime punishment or rehabilitation? Our correctional system has several ways to punish and rehabilitate offenders.
Many people idealized the relevancy of living in a civilized world, where those who break the law are reprimanded in a less traditional sense of punishment in today’s standard.
