Under such situation, here comes the Head Start, aiming at improving the school readiness of young children from low-income families by delivering services through local resources in their community. The gap of this paper is that it could not explain why the Head Start did not lead to the increase of parents’ employment? It seems like the progress of education is a positive effect to employment, while the reality is that the advances of parents’ education does not necessarily impact the employment. So I raise the hypothesis that are there other factors preventing parents from employed, like valid time, urbanicity, race, country of origin and age?
