Many people's lives are affected by poverty, which can change the way they are viewed and treated in society. It leads to an imbalance in power between those who are impoverished and those who are not. Rather than an individuals behavior, the reason for this gap in power is because poverty limits opportunity and creates a cycle of perpetual hardship for those who are born into it.
The lower a person gets on the socioeconomic ladder, the less opportunities they have. The caste system is a particularly striking example of this. It was a form of social classification that put people into a hierarchy based on their jobs and earnings. "Poverty has loomed over this land for generations. Repeated attempts to create jobs have run into stubborn obstacles: the isolated location, the areas crumbling infrastructure, a poorly trained population and tribe that struggles to work with businesses or attract investors," (Merchant, 2011). Due to the deficits in infrastructure and skill level that continue to worsen as time goes on, their poverty persists. The basic things needed to thrive have become scarce, as poverty has made them difficult to attain. This forces people into a corner with less options to escape their impoverished state with each passing generation, because the longer poverty is present, the less power people have to escape it. Families in Ziebach County have little access to basic resources. If a person does not own land, then it is difficult for them to find a job. The closest place to get a job, that is outside of the agricultural industry, is 80 miles away from the residential area (Merchant, 2011). Success is very difficult to achieve without the proper groundwork and this is almost completely absent from Ziebach county. "What areas of behavior are we talking about? As I have suggested, three are critical. The first is education; the second is family formation; and the third is work," (Sawhill, 2003). While this is a good point, and it may be accurate to some extent, it ignores something fundamental — poverty often makes itself inescapable through all of its implications. Because the impoverished do not have the same opportunities as other people, their decisions are often made for them. This gives them powerlessness in their situation which can lead them into an inescapable cycle of poverty (Characterizing Poverty, 2002).
