The purpose of this memo is to discuss the crisis in Myanmar, one of the ASEAN Member States. The situation in Myanmar has worsened after the election on 7 November 2010. It has claimed lots of lives and also has caused injuries to many people of Myanmar. This also has caused political instability in Myanmar. International media claimed that lack of coordination of the United Nations has caused this situation to happen. At this moment, ASEAN as a regional grouping which include Myanmar is being seen as the most suitable mediator in trying to find the solution to the problem. Decisions need to be taken on what course of actions those need to be taken in addressing this issue and to reduce the tension in Myanmar.
Two possible options that are viable currently are to integrate Myanmar through constructive engagement or to abolish the non interference policy in ASEAN. The first option will use a so called “soft approach” in helping Myanmar to overcome the situation. This will help Myanmar to maneuver in order to transform towards a democratic nations. On the other hand, the second option will require ASEAN to abolish the non interference policy which is seen no longer relevant in dealing with the problem in Myanmar. Considering both options will put ASEAN’s reputation at stake. As a reputable organization, ASEAN needs to unite in helping Myanmar solve the problem.
It is recommended that the ASEAN take the first option in dealing with the problems in Myanmar as this approach is seen to be more practical in dealing with the current government in Myanmar. It is obvious that the benefits outweigh the disadvantages in helping the Myanmar people towards achieving a democratic nation. ASEAN as a reputable organization can play a mediator role and leadership to Myanmar so that Myanmar could realize its dream. The stability in Myanmar can be translated into greater political engagement as well as higher growth in the regional economic relations.

Myanmar (Burma) is located west of China and bordered by the Bay of Bengal. The main culture living there is the Burmese. The Burmese are considered Buddhist until later on when some became Christians. This first created an issue was in 1962 when the military did not think it was right for any religion, except for Buddhist, to be in Burma (World Without Genocide 1). The government was soon informed about it but didn’t do anything to stop it. They actually encouraged it. Instead of kicking people out or getting them to move, the military would kill of non-Buddhist citizens (World Without Genocide 1). This is considered a religious genocide because the victims are people of a certain religion. The two main groups that are targeted right now are the Karen and non-Buddhist Burmese. Instead of forcing people out, the Burmese military would destroy homes, villages, and burn people alive (Rally against Genocide of Muslims in Myanmar 1). Obviously not many other places think that this is okay. The United States and the European Union were two groups who tried to help stop the conflict. The last method with which IR describes United Nations contribution to peace is as a perception of humanitarian intervention. Collectively with the proposal of Responsibility to Protect, the perception of humanitarian intervention is a segment of extensive collection of principles and conflict-management tools that have helped to improve the world. These models have caused the decline of mass atrocities, war, genocide, and armed conflicts (Western, 2011).
Myanmar has suffered under the military junta rule for most of its independent political existence. Despite growing local pressure and international criticism of the military government in Myanmar, the military junta remains in control by denying all basic freedoms including the media, public protest and civil society. The poor governance in Myanmar has brought about poverty, poor health care, low educational standards and systematic human rights abuses. The presents situations in Myanmar are calm at the time. I can only speculate what will happen in the future. I can only hope for the brighter future. I now live in the United States. I thank my dad to brought me here. Back in my native country, life was pretty rough. I never though of coming to America. If I was still in my country, I will be in the military or working, no doubt. I’m very lucky to be here in America. Even in America, the problems don’t go away. I have to work ten times harder and think harder in order to make a living and do it again and again until my brain explode. All I ever wanted is the quiet comfortable life and I can ask no more than that.
Although improving, Myanmar is still facing challenges that prevent an increase in the rate of its growth. According to the CIA fact book, Myanmar “suffers from pervasive government controls, inefficient economic policies, corruption, and rural poverty”(CIA 2010-11). Myanmar is a valued exporter of natural gas, making a little over eight and a half billion according to a 2010 estimate by the CIA fact book. However, Myanmar's public population lives in poverty as military, political, and business leaders exploit the resources and assets of the country. This is caused by inefficient economic policies and inability to handle finances. More developed countries have placed financial and economic sanctions on Myanmar as well as travel bans for military and civilian leaders and others connected to the Burmese government (CIA 2011).
