Ito Hirobumi, the prime minister of Japan, played a big part in building modern Japan by helping prepare the constitution and bringing about the establishment of a National Diet. He believed that “In times of danger, the State will have to sacrifice without hesitation part of the law and of the rights of the subjects”. He and other officials studied other systems of government, he found the Spanish and French to be too repressive while finding the American system to be “too liberal”. After the American Revolution, America had earned it’s freedom from Britain. In order to govern this new country the Articles of Confederation was created. This document was flawed by the colonists fear of putting too much power into a central government. Knowing the document needed to be fixed a constitutional convention was called. The document created at this convention has been our constitution ever since. But even the Constitution was meet with criticism. One major concern when writing the constitution was how to protect the citizens rights. The Constitution did this through the preamble, the legislative process, the limit of presidential terms, the judicial branch, and the bill of rights.
The government was forced to create a national parliament called the Duma. This paved the way for more peasant reforms and an increase in production. Japanese revolts ensued with the opening of Japan to the Western World. The middle and lower classes wanted Japan to be open, while the conservative daimyo did not. Both of these groups looked to the emperor for a decision.
The goals of the Meiji Restoration included dismantling of the old feudal regime and the creation of a nation-state capable of standing equal among Western powers, including the United Kingdom, France, Russia, and the Unites States. The leaders of the Meiji Restoration were mostly young samurai motivated by increasing domestic problems and threats of foreign intrusion. Saigō Takamori was also an influential leader in the Meiji Restoration. He was responsible for leading several rebellions against the government in companionship with samurai warriors and peasants who distrusted the new regime. The citizens of Japan were also, arguably, influential leaders of the Meiji restoration. Under their pressure to insist on the creation of a constitutional government, the government formed a Cabinet system in 1885 and in 1886 began developing the Constitution, which would be presented as a gift from the emperor to the people in 1889 and established a bicameral parliament. Railroads were built, telegraphs connecting major cities, and the institution of a European-style banking system developed. Delegates signed the constitution on September 17, 1787. There is a total of 27 constitutional amendments. At the beginning of the seventeenth century, Tokugawa Ieyasu set up a government in Edo (now Tokyo) and the Edo period began. The Tokugawa regime adopted an isolationist policy that lasted for more than 200 years, cutting off exchange with all countries except China and the Netherlands. The age of the Samurai came to an end with the Meiji Restoration of 1868, and a new system of government centered on the Emperor was set up. The new government promoted modernization, adopted Western political, social and economic systems, and stimulated industrial activity. On March 4th, 1789, was the date that began operating a new government under the Constitution. Commonly mistaken as the “Constitutional Convention”, the Constitution was written during the Philadelphia Convention beginning on May 25th throughout September 17th. Originally written in 1787, the Constitution was signed in September on the 17th. However, until 1788, it was not ratified by the necessary nine states. Many of the original framers and delegates were troubled by ratifying conventions and the original constitution lacked a description of individual rights.
Japan, at first, let the newcomers in and learned about them, and let them learn a little from them. However, they didn't have very good experiences, like as portrayed in document twelve, the Japanese thought of the Europeans as arrogant and full of themselves, and the Europeans, like Will Adams in document fourteen, didn't like what the Japanese did, in holding them there when they wanted to leave, and the way they treated the women as completely there just to serve and help the men, as was mentioned in document eleven. The Japanese, as in document fifteen, said that innovations had to be reported, and listed them right next to factional conspiracies, as if they were both equally bad, showing that the Japanese didn't want to advance technologically, and wanted to stick with tradition. Ieyasu established his government at Edo, present-day Tokyo, where he had a huge castle. His was a stable, peaceful government beginning a period of Japanese history which was to last until the Imperial Restoration of 1868, for although Ieyasu himself died in 1616 members of his family succeeded each other and the title Shogun became virtually an hereditary one for the Tokugawas.
