Both Romeo and Juliet go to Friar Lawrence at different times during the play. Had it not been for Friar Lawrence, Romeo and Juliet would have never gotten far enough into their relationship to commit suicide.

First, he married them. I think he did this because he was the neutral person between the two warring families. He would do whatever it took to stop the feud. Friar Lawrence likely saw Romeo and Juliet's love as a way to unite the families. He then married them, but things did not turn out how he expected.
