Het stroomde Tenochtitlán binnen uit alle delen van het rijk. Alles wat een willekeurige regio bezat of vervaardigde moest men afgeven. Dagelijks kwamen producten en artikelen binnen. Deze werden gedragen door mensen of vervoerd door kano’s. Zo werd de hoofdstad Tenochtitlán een grote stad. Aan het begin van de zestiende eeuw was het de grootste stad ter wereld buiten Azië. De slaven gebruikten ze voor offerrituelen. De krijgsgevangenen werden uitgedost met bloemenkransen. Men sprak hierdoor ook wel van ‘bloemenoorlog’. Ze geloofden dat oorlog voeren nodig was om de religieuze plicht die ze hadden te vervullen, maar ook om handel en land. De oorlogsgod van de Azteken, namelijk Huitzilopochtli, keurde iedere oorlog die ze voerden goed. Rechtstreekse aanleg was niet nodig. Het was een godsdienstige verplichting voor hen. Ze moesten voortdurend vechten om hun identiteit als uitverkoren volk te bewaren. Hierdoor breidde het Azteekse rijk continu uit. Het rijk was enorm groot, zo groot dat het veel verschillende soorten volkeren en landschappen telden. Zo werd het moeilijker om deze te beheersen. Nu bestond het rijk uit steden en stadstaten die voordien onafhankelijk waren. Territoria ’s werden gekoloniseerd, anderen werden onder Azteeks toezicht geplaatst. Dit deed men door huwelijksbanden of benoeming van opperhoofden die aan Azteekse bevelen zouden gehoorzamen. De Azteken gebruikten geen gouverneurs en er was geen centraal gezag. Men liet wel in iedere stad een belastingontvanger achter met een staf van ambtenaren. Deze hadden de taak om het tribuut bij het veroverde volk in te zamelen. Deed men dit niet, had het onmiddellijke wraakneming en opnieuw oorlog tot gevolg. Alle burgers die in een Azteekse stad woonde konden opgeroepen worden. Men moet dan mee strijden in het leger. De opperbevelhebber, namelijk de keizer, kreeg uiteindelijk een leger met ongeveer 100 000 man in. Het Azteekse leger behaalde hun overwinningen enkel en alleen al door het aantal mensen in het leger. Men volgde de bevelen van hun officier, maar de opperbevelhebber had het laatste woord. Officieren waren beroepssoldaten of ridders die op jonge leeftijd al de beste krijger bleken te zijn. De belangrijkste, die droegen vaandels met veren op hun rug. Vanaf je vijftien jaar kon je opgeroepen worden om mee te vechten in het leger.
