An inmate’s institutional placement depends on the nature of their crime as well as the security level. “The objective of the staff is to assign an inmate to the least restrictive environment that still provides appropriate control” (77). Other factors that can help this process is the offender's age, prior record and total points. Inmate’s must be placed appropriately to ensure the safety of the staff and the inmates themselves. “The judgement of the staff continues to be a significant component of the designation process” (78). Prison mail have caused controversy since the early 1960’s. There are guidelines to the communication an inmate has with the outside world. There have been several cases that challenge these guidelines. Procunier v. Martinez (1974) dealt with Martinez who was a California state prison inmate along with others who filed a suit against California department of corrections. The department of corrections censored mail and prohibited communication with law student and legal professionals. This suit challenged whether these rules were constitutional. The court favored the prisoners and the officials from the department of corrections appealed. Procunier v. Navarette (1978) involves another case in California where an inmate filed a suit claiming correction officers interfered with his mailing privileges. The officials were granted qualified immunity from liability. In the case Turner v. Safley (1987) authorities allowed communication via mail between inmate family members who were in a different institution. “Other correspondence between inmates were generally disapproved”
