Christy Brzonkala was allegedly raped by Antonio Morrison and James Crawford. After multiple school hearings found Morrison guilty, he appealed his punishment of a two semester suspension and the school found it “excessive.” Brzonkala eventually dropped out of school. Facts: The Violence Against Women Act of 1994 allowed for Federal Civil remedy for victims of “gender-motivated violence.” After the attack, Morrison made “vulgar remarks” to Brzonkala as well as peers in a dining hall making it clear the alleged attack was motivated by “gender based animus towards women.” Case: Brzonkala sued Morrison, Crawford, and Virginia Tech in Federal District Court under the Violence Against Women Act of 1994 (VAWA) which gave Congress authority through
