Introduction
Shadowing a physician in Haymarket, Virginia, I remember first encountering a practice using an Electronic Medical Record system. Prior to that experience, I’ve always went to health clinics that had health records on paper. When the physician I was shadowing was on her laptop, I asked what software she was using. She responded, “It’s an EMR system. It basically has all our patient’s records, we can easily send prescriptions to pharmacies, can see when our patients arrive, and much more!” I was surprised of the EMR system because I have never heard of it before and was so intrigued by its capabilities. But what specifically is an EMR?
Electronic Medical Record Software (EMR) is a computer application that helps manage clinicals, finances, and administrative tasks of a healthcare organization (New Wave Enterprises LLC). The purpose of EMRs is to reduce workload and keep work efficiency high (New Wave Enterprises LLC). In more detail, EMRs are installed on a central server and then are able to connect via a network to computers, laptops, tablet computers, and PDAs (New Wave Enterprises LLC). EMR software, “integrates with the organization’s existing billing software and allow the caregiver to see the patient’s check in/check out routine, submit CPT/ICD information to the billing software, assist the caregiver in decision-making by suggesting treatment plan recommendations, and generate reports” (New Wave Enterprises LLC). Examples of popular EMR software companies include Logician EMR, Medinotes, Greenway, Visionary MD, Medcomsoft, and Mysis EMR (New Wave Enterprises LLC).

President Barack Obama signed the American Recovery and Reinvestment Act on February 17th, 2009 into law. This Act was an effort to jump-start the economy, and also to save and create millions of jobs in America. Obama selected Vice President Joe Biden to oversee the implementation of the Act, while working with cabinet members, the nation's governors, and mayors to make sure the implementation of the Recovery Act is not abrupt, but as efficient and effective as Obama intended. The Recovery Act called for $825 billion, which changed as it moved through Congress. However, in doing this it stirred up a lot of commotion with the Republicans within Congress, who favored a different approach to the economic dilemma.

The national administration (NRA) claimed in 1933, but in 1934 he had soured the business opinion and was destitute in 1935 by the Supreme Court and never replaced.
For years now, the healthcare system in the United States have managed patient’s health records through paper charting, this has since changed for the better with the introduction of an electronic medical record (EMR) system. This type of system has helped healthcare providers, hospitals and other ambulatory institutions extract data from a patient’s chart to help expedite clinical diagnosis and providing necessary care. Although this form of technology shows great promise, studies have shown that this system is just a foundation to the next evolution of health technology. The transformation of EMR to electronic heath record system (EHR) is the ultimate goal of the federal government.
To be considered meaningful users of the EMR, the qualified applicant must use clinical content that is consistent and standardized across systems and healthcare settings, use decision support tools such as alerts and reminders, have the ability to collect and store raw data from documentation that can be used for reporting purposes, collect and report data to the state. Healthcare professionals associated with medical billing and coding know the progress the technology has made so far. In the last few decades, medical billing and coding has switched from being a paper-based system to a computerized format. Under HIPAA laws, medical practitioners had to develop new software in order to send out electronic bills. With the advent of electronic medical records (EMR), with one touch of a button, doctors, Nurse Practitioners and PAs can gain access to all the care a patient has ever received from every healthcare facility the patients visited previously and can figure out possible illnesses. This enables statistical documentation of the population as a whole as well. EMR can also make the healthcare system more transparent and allow integration with reimbursement data. As the healthcare system changes, this will prevent unnecessary costs and make it easier to get the reimbursements needed to treat a patient.
The American Recovery and Reinvestment Act was signed into law by President Obama on February 21, 2009. The law had three major goals which were all aimed at stimulating a sluggish US economy. The first goal was to create new jobs and save existing ones by tax credits for hiring new employees. The second goal was to spur economic activity and investment in long term growth by increasing the amount of business asset that could be acquired by companies while allowing for immediate deductions for the cost of the assets as well as numerous tax credits for individuals and businesses. The third goal was to foster unprecedented levels of accountability and transparency in government spending by requiring recipients of recovery act funds to post acknowledgements on the Recovery.gov website.

This paper will identify the use of Electronic Health Records and how nursing plays an important role. Emerging in the early 2000’s, utilizing Electronic Health Records have quickly become a part of normal practice. An EHR could help prevent dangerous medical mistakes, decrease in medical costs, and an overall improvement in medical care. Patients are often taking multiple medications, forget to mention important procedures/diagnoses to providers, and at times fail to follow up with providers. Maintaining an EHR could help tack data, identify patients who are due for preventative screenings and visits, monitor VS, & improve overall quality of care in a practice. Nurse informaticists play an important role in the adaptation, utilization, and functionality of an EHR. The impact the EHR could have on a general population is invaluable; therefore, it needs special attention from a trained professional.
EMRs provide a common access point where clinicians and health care providers can review and document information about clients and their care. The EHR is a computerized health record that will take place of the paper chart. The health care information will be available to all health care providers at anytime, anywhere. The record will contain medical history, diagnosis, medications, immunization, allergies, diagnostics and lab results; from past doctors, emergency department visits, school, pharmacies, and out patient laboratories and facilities (Department of health and human services, 2014). The purpose of this paper is to discuss how Electronic Medical Records (EMR), affects healthcare delivery. I will discuss the positives and negatives this issue has on healthcare and how it effects the cost and quality for healthcare services.
