President Johnson is well known for making major policy reform in order to combat poverty. Welfare, a social program designed to combat poverty, has been a controversial issue for many years and has been reformed under the Clinton and Bush administrations. In 1996 President Bill Clinton brought welfare reform to congress with help from the Republican Party. Newt Gingrich and Bob Dole led the reform action. President Clinton vetoed the first two bills presented, but later proposed a third version that was enacted. Food stamps, child care, and Medicaid were all revamped. Food stamps were issued and controlled at the state level. Within the bill childcare was strengthen for the poor and Medicaid was maintained. There were strict provisions outlined as well. The lead of the household had to get a job within two years of receiving federal/state aid. Lifetime benefits were brought down to merely 5 years. States would end up losing their federal funding for welfare if the unemployment statistics did not meet standards. The main focus of this reform was to increase employment and not abuse the welfare benefits.
It may seem that our leaders are combating poverty. However, we have to examine what the U.S. determines as Poverty level to fully understand the issue at hand. Poverty in America is a very complex issue that can be looked at from many directions. There are a plethora of statistics and theories about poverty in America that can be confusing and at times contradicting. It is important to objectively view statistics to gain a better understanding of poverty and to wade through the stereotypes and the haze of cultural views that can misrepresent the situation.The official poverty line in America begins with a person making at or below $12,060. To calculate the poverty line for a family, an additional $4,180 is added to the base of $12,060 for each additional member(“Federal Poverty Level Guidelines”). According to the last U.S. census, over 45 million or 14.5% of Americans are at or below the poverty line(Worstall). At this level, the U.S. poverty level has not changed much from the 1970s when the government began a “War on Poverty.” However,
There have been numerous debates within the last decade over what needs to be done about welfare and what is the best welfare reform plan. In the mid-1990s the TANF, Temporary Assistance for Needy Families, Act was proposed under the Clinton administration. This plan was not received well since it had put a five year lifetime limit on receiving welfare and did not supply the necessary accommodations to help people in poverty follow this guideline. Under the impression that people could easily have found a job and worked their way out of poverty in five years, the plan was passed in 1996 and people in poverty were immediately forced to start looking for jobs. When the TANF Act was up for renewal earlier this year, the Bush administration carefully looked at what the TANF Act had done for the poverty stricken. Bush realized that, in his opinion, the plan had been successful and should stay in effect with some minor tweaking. Bush proposed a similar plan which kept the five year welfare restriction in place but did raise the budgeted amount of money to be placed towards childcare and food stamps. Both the TANF Act and Bush's revised bill have caused a huge controversy between liberal and conservative activists. The liberals feel that it is cruel to put people in a situation where they can no longer receive help from the government since so many people can not simply go out and get a job and work their way out of poverty. They feel if finding a job was that easy, most people would have already worked their way out of poverty. In the summer of 1996, Congress finally passed and the President signed the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996", transforming the nation's welfare system. The passage of the Personal Responsibility and Work Opportunity Act sets the stage for ongoing reconstruction of welfare systems on a state-by-state basis. The combined programs will increase from nearly $100 billion this year to $130 billion per year in 6 years. Programs included are for food stamps, SSI, child nutrition, foster care, the bloss grant program for child- care, and the new block grant to take the place of AFDC. All of those programs will seek $700 billion over the next 6 years, from the taxpayers of America. This program in its reformed mode will cost $55 billion less than it was assumed to cost if there were no changes and the entitlements were left alone. The current welfare system has failed the very families it was intended to serve. If the present welfare system was working so well we would not be here today.
Since poverty affects a wide array of people, poverty has evolved into a very complex issue. And even though the government has passed legislature to try to ameliorate the situation, many of these means-tested measures like food stamps, have only been able to help the surface of poverty and fails to rip out the long roots poverty has grown throughout history. Poverty’s deep effects are seen especially in minorities as they struggle much more to leave a current situation that has been created by historical process. Even though government assistance like food stamps do help alleviate some of poverty’s burden, these measures fail to recognize the reality that many of the impoverished minority have undervalued homes or no homes at all and even if they can rent, that rent can be high enough to take up more than fifty-percent of their paychecks. Overall, poverty in America is a vastly complicated issue rooted throughout history. And even though the government has attempted to pass legislature to help provide relief from poverty, America still has yet to provide measures that target the roots of poverty and until then, the government assistance it does provide will only be superficial and fail to provide long-term solutions to a complicated
After substantial decreases in the 1990s, poverty rates stopped their decline in 2000 and have actually started to again creep upward. The great conundrum of how one simultaneously alleviates the multiple causes of poverty has become a central obstacle to poverty reduction. Into this debate comes author David Shipler, a former New York Times Pulitzer Prize winner, with an aptly titled look at the state of poverty in America today, The Working Poor. Shipler's book is more anecdotal and descriptive than analytical and prescriptive. As stated by Franklin D. Roosevelt, “the test of our progression is not whether we add more to the abundance of those who have much; it is whether we provide enough for those who have too little.” Many people may agree with this statement considering that the United States is such a wealthy country and in 2012, 46.5 million people were living in poverty in the United States and 15% of all Americans and 21.8% of children under age eighteen were in poverty.The honest truth is that many people do not know the conditions this group of people must live in on a daily basis because of the small number of people who realize the struggle there is not a great amount of service. In the article Too stressed for Success, the author Kevin Clarke asks the question “What is the cost of being poor in America?” and follows the question by explaining the great deals of problems the community of poverty goes through daily by saying, “Researchers have long known that because of a broad reduction in retail and other consumer choices experienced by America's poor, it is often simply more expensive to be poor in the United States.
The government used the New Deal as a foundation to build new welfare programs. Medicaid and Medicare were created to help poor and elderly people with their medical costs. Support for welfare programs has declined from the 1980’s to the present day, even with efforts to try and improve support. Since the New Deal and the Great Society programs, the support for the welfare programs has been declining. President George W. Bush signed into law the No Child Left Behind (NCLB) bill to try and increase the support for welfare programs by helping low-income children.
The issue of poverty in the United States is complex, and no one root cause is sufficient to explain why, in a wealthy developed nation, such poverty should exist. However, a principal factor which may contribute to the nation’s poverty lies in problems with the U.S. labor market. According to Freeman, while the U.S. has witnessed a “substantial growth in GDP per capita” (20), only a relatively small portion of the population, the wealthiest Americans, has seen the benefits of that rise in GDP. Many poor and working class Americans do not have access to this wealth and receive little actual benefit from the nation’s increased wealth and prosperity. While productivity has increased in recent years, the gains from the nation’s economic growth has not increased the real wages and benefits for U.S. workers (Freeman 20). The U.S. labor market fails to distribute gains to low wage workers, resulting in their poverty, which in turn, puts their children at a higher risk for being in poverty themselves.
Insular poverty, elucidated by Professor John Kenneth Galbraith in his 1969 essay, The Position of Poverty, refers to the collages of people who are poor because the designation of their lives trap them on ‘social islands’ where nearly everyone is living in these standards. (Galbraith 404) Poverty has flagrantly become a ‘back of the mind’ subject in America. The underlying question remains; is American society responsible for the uprise of insular poverty? Despite the "efforts" America puts off to relieve the world of insular poverty, American society is indefinitely responsible for its popularity due to the absence of will for the impoverished to climb out of the hole of poverty, the absence of opportunities given to poverty minority, the absence of compassion for the povertized.
The American dream is impossible for the more impoverished because over the years poverty rates have been increasing. The richest country in the world still has more than 12% of its total population, and almost 20% of all children under the age of 18, unable to meet, let alone be guaranteed coverage of basic needs. With that said the nation has fallen apart in the last 25 years. America has faced economic insecurity and it is up to us to change it. Furthermore, the three main issues why poverty in America continues are the high cost of living, a great percentage of people living (below the poverty line) and the economic inequality that the impoverished face.
Welfare has been a safety net for many Americans, when the alternative for them is going without food and shelter. Over the years, the government has provided income for the unemployed, food assistance for the hungry, and health care for the poor. The federal government in the nineteenth century started to provide minimal benefits for the poor. During the twentieth century the United States federal government established a more substantial welfare system to help Americans when they most needed it. In 1996, welfare reform occurred under President Bill Clinton and it significantly changed the structure of welfare. Social Security has gone through significant change from FDR’s signing of the program into law to President George W. Bush’s proposal of privatized accounts.
Poverty is a prevalent issue that many Americans face and it has been a serious problem over centuries. Every year there are people at risk of hunger. Combating poverty is not an easy task; there are many underlying issues that need to be addressed. Fortunately there are policies in place to assist with in decreasing the negative effects of poverty; however, some of the policies may cause people to become more dependent on government assistance. As a result it may cause a rise in taxes to support these policies and programs. Poverty is very common and widespread around the world. Unanswered questions that arise in regards to poverty are what can be done to resolve it, what are the causes of poverty, and is it possible to eliminate poverty entirely. Based on research and my personal experiences, government aid and housing are some resolutions to decrease poverty.
Everyone knows what the word poverty means. It means poor, unable to buy the necessities to survive in today's world. We do not realize how easy it is for a person to fall into poverty: A lost job, a sudden illness, a death in the family or the endless cycle of being born into poverty and not knowing how to overcome it. There are so many children in poverty and a family's structure can effect the outcome. Most of the people who are at the poverty level need some type of help to overcome the obstacles. There are mane issues that deal with poverty and many things that can be done to stop it.

Poverty is an undeniable problem in America. In 2014, 14.8 percent of the United States was in poverty (“Hunger and Poverty Fact Sheet”). There are more people in the United States than it seems that do not have their basic necessities. In an
