Teachers, judges, and fellow students, today, I am going to talk to you about amber alerts and code Adams. Where it originated, how they became, and what they are used for. An amber alert is a program that uses roadway signs , television broadcast and radio to announce that a child has been taken and for motorist and citizens to be on the alert. While a code Adam is a program that most public places use to help lock down a store or event when a child comes up missing it is used to lock all exits from anyone getting out or in a building. January 13, 1996, nine-year-old Amber Rene Hagerman was abducted while riding her bicycle in Arlington, Texas. That afternoon, Amber, and her brother were at their Grandparents house. Amber Hagerman, and her five-year-old brother, Ricky, pedaled their bicycles to an abandoned grocery store. This was a typical place for children to ride their bikes because it was an abandoned parking lot with lots of room to play and ride. Alicia Pereira was the first. In 1972, five-year-old Alicia disappeared after her brother left her alone in a hotel lobby. One minute she was playing around, and the next she was gone. Rand was the prime suspect in this case. Although they never proved Andre killed her, little Alicia was never seen again. There isn't much to his next victim. Her name was Audrey Lyn Nerenberg, and she was 18 years old. Just like Alicia, Audrey was never seen again after the day she went missing in 1977. In 1981, Holly Ann Hughes, a seven-year-old girl did not return home after she went with a friend to get candy from a local store. Andre Rand saw Holly at the store, drove by her in his Volkswagen, pulled her in, and drove off. Holly’s parents filled out a Missing Person’s report. Unfortunately, they never got their daughter back. Why did Rand leave her friend? Who knows why. Tiahease Jackson, in 1983, was 11 years old when she went missing. She did not return home after her mother sent her to get groceries. Tiahease was last seen on August 14th, 1983. This was 12 days after Andre was released from a previous prison sentence. Like Alicia, Audrey, and Holly, Tiahease was never seen again. Henry was his oldest victim, at the age of 22. In 1984, Henry Gafforio disappeared. On July 15th 2008, Caylee Anthony was reported missing by her grandmother, Cindy, who claimed that she had not seen her granddaughter in 31 days. Cindy called the police after picking up her daughter Casey’s impounded vehicle, which smelled strongly of a decomposing body. Cindy found a bag of garbage in the trunk of Casey’s car but no trace of a body. Cindy had attempted to contact and visit Caylee over the past month, but Casey Anthony refused visitation, claiming that Caylee was with a nanny named Zenaida Fernandez Gonzalez, or at the beach or parks. Casey had given Cindy various explanations as to Caylee’s whereabouts before finally telling her mother that she had not seen Caylee for multiple weeks.
Also, children are more likely to be abducted by someone they know rather than someone they do not know. According to Jackson (2007), young children are likely to be abducted by someone they know because they are less likely to resist or verbally protest (p.523). Children are the last line of defense for abduction; however, children who are taught refusal skills can help prevent the abduction. Teaching about safety and security is a very important aspect of the program. Got 2B safe gave teachers the opportunity to provide their students with a positive and empowering lesson about personal safety. The Adam Walsh Child Protection and Safety Act of 2006 was established because an American boy was abducted form a Florida shopping mall and was later found murdered. The act was signed into law by George W. Bush on July 27, 2006. This act is established to protect children from sexual exploitation and violent crime to prevent child abuse and child pornography to promote internet safety. This act is also known as the sex offender registration and notification act. It was established with the intention to strengthen laws related to child sexual predators. This law was instructed for each state and/or territory to apply criteria’s for posting offenders data on the internet.

She ended up having to leave her child by the man behind when she escaped. Even though they know the man that kidnapped her, he will most likely never be prosecuted. She will probably never see her second child again either; it was the man’s only son.

Scott Peterson was an educated man from California Polytechnic State University where he graduated with a B.A. in Agricultural Business. He was married to his wife Laci Peterson who was also pregnant with their unborn son. In December of 2002 Laci Peterson went missing in the Modesto, California area where she shared a home with Scott. Once the investigation of Scott’s missing wife started authorities began to suspect Scott as a suspect in her disappearance. In April of 2003 a fetus and a female torso that was missing hands, feet, and a head were found on the shoreline of San Francisco Bay. The San Francisco Bay area was where Scott was boating the day of Laci’s disappearance. The body was later identified as Laci Peterson and the fetus as Laci and Scott’s unborn son. Scott was also arrested in the month of April shortly after the discovery of Laci and their son’s body and was later sentenced to the death penalty.
