INTRODUCTION: This case involves the suspect being arrested for driving under the influence of alcoholic beverages in violation of CVC 23153(a)-DUI. LOCATION DESCRIPTION: This incident occurred on the eastbound 210 Freeway Fair Oaks Avenue off-ramp. INVESTIGATION: On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp. Upon my arrival, I assisted with placing Suspect Edgar Alexander Franco into a police unit. Pasadena R/A 36 (Paramedic PAZ/ Corletto) arrived on scene. Franco was being treated by Emergency Room Doctor Greer. I saw that medical staff took a blood sample from Franco prior to administering him with an unknown dose of Fentanyl and Saline. Based on the above medications being administered to Franco, I was unable to obtain an untainted blood sample for his BAC level. I was shortly able to speak with Franco regarding the above incident. I smelled a strong odor of an alcoholic beverage emitting from Franco’s breath as he spoke. I asked Franco if he had anything to drink. Franco told me he was at his mother’s residence on 12-31-16 when he started drinking vodka at 2000 hours (1310 E. Orange Grove Boulevard #121, Pasadena California). Franco finished drinking the vodka on 12-31-16 at approximately 2100 hours. Based on Franco’s injuries, I was unable to check his eyes horizontal gaze nystagmus and lack of smooth pursuit.
